THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $103,500.00 - $115,000.00
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.
The ACS Police and Security Unit has a headcount of 212 uniformed Special Officers who are responsible for overseeing and coordinating safety and security for all ACS locations and properties, ACS staff, children and youth in care, and visiting public/clients and families. The Unit enforces Agency policies and procedures, and the New York City (NYC) Penal Law. The ACS Police and Security Unit provides information, guidance and training on safety and security (i.e., Security Guard assistance, emergency response, medical distress/health crisis, bomb threats, thefts, crime prevention and threats to oneself or others) to all ACS staff.
The New York City Administration for Children’s Services (ACS) is seeking an outstanding candidate to serve as the Deputy Chief for the Office of the ACS Police and Security Operations Unit. The Deputy Chief will report directly to the Director of Security for the ACS Division of Administration, ACS Police and be responsible for overseeing security operations for the Children’s Center, headquarters and all field locations in the five boroughs. The selected candidate will become an integral member of the leadership team for one of the country’s premier children’s services agencies dedicated to strengthening NYC’s families and their 1.8 million children.
ACS seeks to employ a Deputy Chief who will:
- Support the Director of Security to monitor, train, and ensure the proper enforcement of all aspects of ACS operations within their assigned and designated locations.
- Collaborate with Senior ACS Executive staff to ensure that child specific leadership and staff, and all Captains, Lieutenants, and Sergeants, closely partner and adhere to safe and secure operational practices within their assigned locations.
- Monitor, enforce, and develop processes to measure and evaluate all aspects of operation in compliance with city, state and local regulations.
- Work closely with the Executive Team, develop plans of action to address all areas of deficiencies while reporting directly to Director of Security and Senior Executive staff. This will include analyzing data, identifying trends, establishing appropriate timelines, and monitoring progress.
- Make recommendations and document observations on whether tasks and duties outlined within agreed upon plans of action have been satisfactorily performed, reporting such findings to the Director of Security.
- Establish operational/ practices topics for facilities to focus on, with related schedules and metrics to ensure that duties and expectations are properly met in a timely manner.
- Research, review and recommend best practices; and perform other related duties as assigned.

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies, Day-Care, educational institutions, mental health groups, pediatrics, juvenile justice. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity.
2. Education and/or experience equivalent to "1" above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity. A Master's degree in Social Work may be substituted for one year of the required general experience.
- The preferred candidate should possess the following: Ten (10) years of full-time experience in the field of law enforcement, at least five (5) years in a supervisory administrative capacity and Law Enforcement Certifications proficient in the use of computers, knowledge of Microsoft Word, Excel and Outlook.
