Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project & property managers who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.
Its design team performs in-house designs, conducts field inspections, and ensures design compliance with Local Laws. This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.
The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget, and timelines. This team assesses field conditions, prepares reports, and coordinates meetings with contractors, consultants, and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.
The technical team manages the maintenance and surplus in City-Owned properties, handles the contracts for services including, but not limited to, interior rehabilitation and construction, waterfront construction, sidewalk repair, fencing, demolition, pest control, erection of scaffolding; handles and maintains the design and management of site safety projects (Local Laws and Violations) and maintains and repairs all elevators, escalators and ADA lifts throughout City-Owned buildings within the five boroughs.
The DCAS Trade Shops help with all in-house construction and repair services needed within DCAS-managed sites. The Shops perform small-scale renovations such as partitions/drywall work, rough and finish carpentry, interior/exterior painting, electrical and plumbing repairs, structural steel, concrete, and masonry work and manufacture in-house replacement of parts for obsolete equipment and locksmith services and Mayoral Ceremonies and Special Events.
Job responsibilities include, but are not limited to:
- Represent the unit on behalf of the Assistant Commissioner/Chief Engineer.
- Provide coordination and administrative oversight for planning, design, and construction of projects in support of the Agency.
- Communicate promptly and routinely with leadership and external stakeholders at an executive level.
- Help establish policies and procedures related to project scoping, planning, budgeting, and delivery methodologies; develop best practices for project execution and management.
- Oversee the preparation and filing of DOB applicable engineering design documents and calculations within DCAS-managed sites, based on building needs; obtain DOB approval prior to construction and conduct final inspection for the DOB sign-off.
- Confirm adherence to construction specifications and safety standards by monitoring projects progress and inspecting construction sites.
- Coordinate with unit in-house technical staff design details before and during construction.
- Develop change order negotiations based on technical bulletins, drawings and sketches and review the validity of extra work costs and credits of the work performed is not part of the original contract.
- Develop project priorities and contributes to budget preparations and assist team in procurement of contracts.
- Provide guidance and input on the development and use of project management delivery support systems, including Archibus and PASSPort.
- Monitors and reviews all federal, state and city rules and regulations by studying existing and new legislation affecting design and construction.
- Oversee the execution of projects to ensure completion on time and on budget with the expected quality and help improve the annual completion rates for projects.
- Train and manage the in-house team to ensure turnkey delivery of all DCAS-managed projects from inception through completion.
- Coordinate with DDC partners to enhance project delivery within DCAS-managed sites.

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive or supervisory experience described in "1" above.
The preferred candidate will have at least ten (10) years or more of experience in design, construction, and project management. Experience must include delegating and supervising the work of design, and project management to support staff and work with team on a variety of issues. In addition preferred skills include: - Strong strategic planning expertise to align team processes with Agency goals and objectives. - Prior experience with project capital and expense programs for large organizations. - Experience with project management methodologies, planning, cost control, construction economics, cost lifecycle analyses and financial management. Knowledgeable of capital and operating budgets. - Experience handling numerous issues simultaneously while meeting required deadlines. - Exceptional interpersonal skills and the ability to maintain working relationships with staff, partner agencies, and all other internal and external partners with the utmost professionalism. - Strong business acumen, collaborative leadership, and organization and communication competencies with excellent problem-solving skills. - Strategic thinker with demonstrated ability to understand complex problems with multifaceted aspects skillful at negotiating and bringing consensus for solving issues. - Proficient in technology systems (i.e., AutoCAD, PASSport, ARCHIBUS and project management software).
