The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative Director of Laboratory (Water Quality), M-2 for a position within the Water Quality & Innovation Directorate, located in Hawthorne, New York. Under direction, of the Deputy Director of Watershed Water Quality Operations South, the Administrative Director of Laboratory (Water Quality), M-2 will serve as the Deputy Chief, East of Hudson Field Operations.

The Deputy Chief of East of Hudson Water Quality Operations will assist the Deputy Director of Watershed Water Quality Operations in ensuring the quality of New York City's drinking water supply and compliance with all federal and State drinking water regulations. To accomplish its mission, the Directorate performs extensive water quality monitoring and data analysis both in the water supply watershed and the distribution system to ensure compliance and to guide operations. The Directorate also plays a crucial role in responding to and resolving water quality problems, addressing the long-term protection of the watershed, the preservation and enhancement of drinking water quality, proposing new corrective strategies for the Department, and providing information for policy development regarding water supply and public health.

The Deputy Chief of East of Hudson Water Quality Operations will direct and provide oversight of the Water Quality & Innovation’s East of Hudson field staff at the Hawthorne location. This position will ensure the implementation of all applicable water quality monitoring programs within the NYC Watershed for regulatory compliance, water supply operations, filtration avoidance, watershed protection, and research projects. Specific duties include:

- Ensuring the effective coordination of all East of Hudson water quality monitoring operations, including sample collection and field measurements

- Managing the staffing of the unit including, hiring, recruiting, onboarding, coaching and career development of staff

- Collaborating with procurement staff regarding the Other Than Personnel Services (OTPS) budget and manage resources, provide input to the Deputy Director for capital planning

- Ensuring that field sample collection data are accurate and that reporting deadlines are met

- Working closely with Water Quality Directorate and Bureau staff to coordinate watershed sample collection to support the Division's water quality monitoring programs

- Overseeing the development and implementation of Standard Operating Procedures for all field tasks as per divisional Quality Assurance Program requirements

- Coordinating monitoring programs with other Divisions within the Bureau

- Providing timely and scientifically sound input to assist in decision making for water supply operations

- Assisting in coordinating chemical treatment and related reporting as needed

- Ensuring watershed monitoring programs comply with regulatory requirements including the Safe Drinking Water Act (SDWA), Surface Water Treatment Rules (SWTRs) and the Filtration Avoidance Determination (FAD)

- Working effectively to define problems, generate solutions, analyze and implement alternatives and evaluate the effectiveness of solutions

- Coordinating enhanced water quality monitoring during water quality events and emergencies

- Coordinating information transfer for water quality and compliance reporting with regulatory agencies as requested by the Deputy Director

- Providing appropriate input to the Watershed Water Quality Monitoring Plan and the Watershed Water Quality Annual Report

Preferred Skills:

- Advanced knowledge with Microsoft Office including Word, Excel, Power Point and Outlook

- Field sampling experience

- Small boat experience

- Familiarity with field monitoring equipment

- Supervisory experience

- Excellent communication skills including the ability to be a representative or spokesperson for the Bureau or Agency

- Excellent personnel management skills, provide coaching and feedback as appropriate

- Strong familiarity with complicated field sampling and logistics

Hawthorne is a hamlet in the Town of Mount Pleasant, Westchester County, New York approximately 30 miles north of New York City.


Minimum Qualifications

1. A Master's degree in an appropriate scientific field from an accredited college or university and four years of satisfactory, progressively responsible experience in a laboratory concerned with sanitary control and/or protection of a municipal water supply system; of which two years must be in a responsible supervisory or administrative capacity.

2. Education and/or experience equivalent to "1" above. However, all candidates must have two years responsible supervisory or administrative laboratory experience concerned with sanitary control or protection of a municipal water supply system.
