The Mayor’s Office of Minority and Women-owned Business Enterprises (OM/WBE) was created to address income inequality across the city and address the disparity in NYC Contracts awarded to certain ethnic and gender groups and the City’s overall representation in NYC Contracting. OMWBE is responsible for oversight, policy, interagency coordination and accountability for the City of New York’s Minority and Women-owned Business Enterprises (M/WBE). Its services as the one-stop shop for M/WBEs interested in doing business with the City of New York and its respective Agencies.
The office in conjunction with other NYC Agencies is responsible for the recruitment, growth, development, and integration of NYC certified M/WBEs into specific procurement opportunities.
Reporting directly to the Chief Business Diversity Officer (CBDO), the Deputy Chief Business Diversity Officer (DCBDO) for Internal Affairs, is a key advisor and instrumental part of the senior leadership team. In addition to providing guidance to staff, the DCBDO helps to define the strategic vision for the Office and provides a leading voice on the policy and programmatic direction of the office. The DCBDO also places a critical support role in the office, ensuring that day-to-day operations are coordinated and running smoothly with internal stakeholders. Also, plays a key role in representing the Mayor’s Office in the integration of M/WBEs and maintains relationships with M/WBE organizations.
- Assists the CBDO in the recruitment, certification assistance, growth, development, and integration of potential M/WBEs into specific procurement opportunities.
- Serve as the Mayor’s Office of M/WBE’s liaison to internal NYC Agencies’ and other NYC Hall Departments
- Handles all external M/WBE inquiries, procurement and payment related issues.
- Function as a project manager on strategic initiatives within the CBDO’s portfolio.
- Coordinate internal communications to ensure the CBDO is briefed and prepared for all internal meetings and events, while also collaborating with staff to confirm objectives.
- Strategize and coordinate with internal senior leadership on policy issues, programs, and communication plans.
- Perform qualitative and quantitative assessments of policy proposals and strategic planning and make recommendations to the CBDO, and other senior officials.
- In coordination with appropriate City agencies, private and other governmental entities, will oversee policy projects during the planning and approval phase to ensure appropriate goals and timelines are met.
- Coordinate will all NYC Agencies relevant to the work of the office-coordinate communications and outreach strategies and ensure positive and efficient relationships between all internal stakeholders.
- Assists the CBDO in monitoring and evaluating the efficiency and effectiveness of the City of New York’s M/WBE programming and results; assess all internal activities, policies, and process to determine compliance risks; identify opportunities for improvement and direct the implementation of change.
- In conjunction with the CBDO, SBS and MOCS, create and implement outreach strategies in the recruitment of additional Minority, and Women-Owned Businesses for both “Prime” and “Subcontract/Subconsultant” opportunities.
- In conjunction with the CBDO creates innovative programs which increases procurement opportunities for certified M/WBEs.
- Coordinates and organizes diversity presentations for internal stakeholders.
- Other duties as assigned by executive management.

1. Graduation from an accredited college with a baccalaureate degree, or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities, or
3. A four year high school diploma or its educational equivalent plus four years of experience as described in “2” above, or
4. A satisfactory equivalent combination of education and experience.
- A master’s degree from an accredited college or university in economics, business or public administration, management science, operations research, organizational behavior, industrial psychology, statistics, sociology, political science, mathematics or public policy or a closely related field with at least (7) years of related work experience or - A baccalaureate degree from an accredited college and (10) years of demonstrated equivalent experience in program administration, research, management, analytical work, community work or community activities. - Prior supervisory/leadership experience. - Proven experience in the review, assessment and qualifying of business financials and operations to determine operational effectiveness, profitability, and strategic growth. - Proven understanding and experience in the sourcing and procurement process, including the creation of an RFP, bid solicitation, and analysis, contract management, contract negotiation and managing project deadlines. - Independent thinking skills are essential along with assessing small business development issues with the goal of developing strategic solutions. Excellent oral and written communication abilities are required along with proficiency in Microsoft Word and Excel. Individual should be a self-starter, ab le to work under pressure and be extremely detailed oriented. - Ability to interface with all supervisory and frontline staff, including senior management and other respective stakeholders both in an outside government. - Experience in public policy analysis and program implementation. - Proven capacity in project management skills, including organizing and strategic planning. - Ability to take initiative, prioritize duties, problem solve, work independently and within a team environment, pay close attention to detail, meet deadlines, work well under pressure. - Ability to maintain an enthusiastic work ethic and a positive and helpful attitude and an ability to think outside the box. - Strong quantitative and critical thinking skills. - Excellent written and oral communication skills. - Proficiency in PowerPoint, Excel and Access. - Interest in New York City, procurement, policy and/or operations, a plus.
