Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
-Develop and maintain policies, procedures, and key processes with vision toward technological
enhancements to existing procurement operations.
-Develop key performance indicators for vendor and contractor performance, financial status and other
procurement metrics which might affect delivery, timeliness, or quality of contracted goods and
services.
-Participate in meetings concerning procurement portfolios and provide accurate status of procurement
actions.
-Develop methods to oversee the review and analysis of procurement milestones and target areas for
improvement.
-Assist in both the development and writing of scopes of work as it directly relates to departmental
needs.
-Advise Department employees on the most efficient methods of procurement and specifications
development so as to minimize cycle times, operating costs and to ensure continuity of departmental
operations.
-Ensure agency compliance with all Federal, State and Local Laws, rules, regulations, and initiatives
regarding procurement, so as to avoid unnecessary administrative costs.
-Monitor contract and procurement metrics which might affect delivery, timeliness, or quality of
contracted goods and services and alert senior managers.
-Work on special projects pertaining to competitive procurements and procurement optimization as
needed.
-Coordinating, planning, and implementation of Agency contract and procurement activities from
pre-solicitation to award and assist with the registration of over 3,000 contracts.
-Coordinates with DYCD Program units and contractors on the preparation, distribution and collection
of contract and procurement documents.
-Oversees investigations of vendor responsibility and performance.
-Manage and lead a team within Procurement that may focus on the above tasks
ADMINISTRATIVE PROCUREMENT ANA - 82976
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
- Extensive background in New York City procurement and contract administration. - Knowledge of Federal procurement standards and regulations - Advanced computer literacy in the field of reporting and analytics - Experience with the City’s procurement management systems PASSPort and FMS - Ability to perform complex tasks and to prioritize multiple projects - Excellent oral and written communication skills - Demonstrated managerial and organizational skills - Advanced analytical, evaluative, and objective critical thinking skills - Exceptional interpersonal skills and the ability to interact effectively with Administration leadership
