Job Description

THE AGENCY YOU'LL JOIN:

THE TEAM YOU'LL WORK WITH:

The Mayor’s Office of Administrative Services is responsible for coordinating the day-to-day operations of the Mayor’s Office and agencies under City Hall; oversees City Hall’s $60M+ budget; manages the strategic planning and hiring of talent and resources; and provides technical support to staff.

Administrative Services comprises six units: Financial Services, Human Resources, Information Technology, Payroll and Timekeeping, Facilities and Construction Management, and the Print Shop. Additionally, the Office has a dotted-line oversight of the DCAS chauffeurs assigned to Senior Cabinet.

THE PROBLEMS YOU'LL SOLVE:

The Mayor’s Office is seeking an exceptional procurement professional to serve as the Deputy Agency Chief Contracting Officer (Deputy ACCO), assisting the Agency Chief Contracting Officer (ACCO) in overseeing Mayor’s office contracts. The successful candidate will have experience working in a fast-paced environment and possess extensive expertise in managing City procurements, including reviewing, approving, and executing documents on behalf of the ACCO. Candidates should be highly motivated and capable of retaining and communicating the big picture without compromising attention to detail. The Deputy ACCO will report directly to the Deputy Director of Financial Services. Duties will include, but are not limited to:

- Oversee the full lifecycle of contracts, from inception through registration and payment. Responsibilities include reviewing proposals, negotiating deliverables, drafting contracts, resolving procurement issues, processing amendments, renewals, and re-solicitations.
- Prepare and approve requisitions and encumbrances in the Financial Management System (FMS) and utilize other procurement platforms such as PASSPort and internal Mayoral systems to complete assigned work.
- Draft, review, and edit procurement solicitations, including but not limited to Requests for Proposals (RFPs), Negotiated Acquisitions, and Small Purchases.
- Support the ACCO as a subject matter expert on the Procurement Policy Board (PPB) Rules, policies issued by the Office of Contract Services (OCS), and directives from the Office of the Comptroller.
- Oversee the timely completion of contract solicitations, contract award and registration processes.
- Evaluate and improve internal processes to reduce procurement cycle times and enhance operational performance.
- Assist the ACCO with the development and implementation of mayoral directives associated with procurement actions, including but not limited to Minority and Women-Owned Business Enterprises and subcontractor utilization reporting.
- Chairing important agency meetings with vendors that relate to procurements and contract issues.
- Performing other related managerial duties as required. In the absence of the ACCO, perform managing and approval-level duties of that position, as delegated.
- Representing the Mayor’s Office at the MOCS ACCO meetings and various Oversight task force meetings.
- Provide updates to the Deputy Director and ACCO on citywide procurement policies, changes, and initiatives.
- Assist with Financial Services-related projects and perform other duties as assigned by the Deputy Director based on operational needs.

ABOUT YOU:

- Relevant experience in public or business administration, serving in a responsible managerial or senior supervisory capacity.
- Extensive knowledge in government procurement procedures, PPB Rules, Mayor's Office of Contract Services (MOCS) guidelines, and other relevant rules and regulations.
- Ability to balance competing priorities, complex situations, and tight deadlines
- Strong analytical thinking with a creative, problem-solving mindset
- Ability to work independently in a fast-paced environment

Minimum Qualifications

A Baccalaureate degree from an accredited college or university and three years satisfactory full-time experience related to the projects and policies to be studied in the particular position.


Preferred Skills

- 5+ Years of Experience - Experience with approval level in PASSPort and FMS.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
