The scope of responsibilities includes Riverside Park, one of New York City’s premier waterfront parks; and a scenic landmark originally designed by Frederick Law Olmsted; Riverside Park South, West Harlem Piers Park; and southern Fort Washington Park. These parks contain numerous athletic fields, woodlands, urban forest, scenic promenades, playgrounds, active recreation areas, numerous food concessions and access to six miles of Hudson River waterfront.
Major Responsibilities
- Working closely with the Administrator and Borough Chief of Operations, oversee the maintenance and operation of Riverside Park and adjoining parks, providing strong leadership in maintaining, operating, and improving these parks.
- Aggressively pursue the immediate correction of safety hazards and ensure park features are inspected daily.
- Foster teamwork and positive relations among Parks staff and between Parks and Riverside Park Conservancy staff and volunteers and other agencies.
- Manage and direct complex jobs and projects that require prompt attention, problem solving and resolution.
- Plan and implement actions to improve the district’s ratings as determined by the Parks’ Inspection Program (PIP).
- Work closely with the Riverside Park Landscape Architect and others in planning and overseeing restoration projects.
- Serve as a liaison to Riverside Park Conservancy and to Manhattan Operations.
- Oversee the parks’ Other than Personal Services (OTPS) budgets, including grant funding, and prepare reports as required.
- Monitor Parks vehicle dispatching and equipment deployment to ensure proper use and maintenance.
- Supervise bi-weekly schedules. Track employees’ compensatory time, annual leave, sick leave and overtime.
- Assist with preparation of strategic plans for Riverside Park and adjoining parks.
- Oversee events, programs, permits, contractors and concessionaires operating in the park.
- Attend community board meetings and respond to the needs of community organizations, partnership groups and public officials.
- Assist in Agency audits of licensed non-profit partners.
- Enforce compliance with Parks & Recreation’s rules, regulations, standards of conduct, uniform codes and vehicle operating procedures. Work directly with New York City Police Department (NYPD) and Park Enforcement Patrol (PEP) to address security concerns and respond to emergencies.

ADMINISTRATIVE PARKS & RECREAT - 10072
1. A baccalaureate degree from an accredited college plus four years of satisfactory, full-time experience in recreation leadership, gardening, grounds maintenance, building maintenance or construction, of which 18 months must have been in an administrative, consultative, managerial or executive capacity; or
2. High school graduation or its educational equivalent plus six years of experience as described in "1" above; or
3.Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess the 18 months of administrative, consultative, managerial, or executive experience as described in "1" above.
1. Experience in organizational development, conservation and management of natural, historic and recreational resources. 2. Ability to work effectively with public agencies, volunteers and private groups to initiate projects and achieve measurable results. 3. Experience with the Capital Project process. Knowledge of horticulture, arboriculture and/or landscape architecture. 4. Excellent management, administrative and communication skills. 5. Ability to develop a budget and administer financial aspects of a project. Experience with fundraising. 6. A valid New York State driver license. 7. Available to work evenings and weekend as needed.
