The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

The DEI unit within the Commissioner’s Office manages both internal and external diversity, equity, and inclusion (DEI) related strategies, partnerships, and initiatives. The unit works across the agency to evaluate DYCD’s investments, identify communities that lack access to DYCD funded programs and services, and develop strategies to increase investments in these communities.

Under the supervision of the Associate Commissioner for DEI, the Data Visualization Specialist will perform applied research and conduct analyses to detect and predict patterns, answer complex questions, and extract insights. The selected candidate will acquire, clean, integrate, analyze, and interpret disparate datasets using ArcGIS, reporting findings where appropriate. The Data Visualization Specialist will coach other data users on the acquisition and usage of new data sources, tools, and analytical methods.

The Data Visualization Specialist will communicate complex analytical and scientific processes and results to internal and external stakeholders, including both technical and non-technical audiences. The selected candidate will create and edit visual content including maps, charts, and graphs. They will transform datasets and data analyses into compelling visuals.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Demonstrated expertise in statistical, analytical, and data visualization software, especially ArcGIS, SQL tools, and other relevant software. - Experience supporting users with the above software tools. - A proven track record of conducting quantitative and/or geospatial research. - Solid leadership skills and be able to build consensus and develop solutions for diverse stakeholders. - Good understanding of project delivery within City government. - Knowledgeable of relevant industry standards and best-practices.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
