NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
The Property Division at New York City's Department of Finance seeks an individual with strong statistical and GIS analytical skills to serve as Data Scientist in the Division's Property Modeling and Research Group. The research group is responsible for the mass appraisal of New York City's residential and commercial real estate. The selected candidate will assist with the development of computer programs and data models, provide support to other modelers, and work closely with management. Duties will include, but not limited to:
- Utilize strong SQL skills to acquire data, perform data cleaning and analysis, and measure data quality to ensure data integrity and accuracy.
- Develop and implement statistical models, analyze, and minimize model errors, and produce graphical views of data analysis.
- Manipulate large datasets in various formats, critically analyze findings for different projects, and produce compelling visualizations using GIS and other software to communicate data-driven insights effectively.
- Collaborate with cross-functional teams to create dashboards and reports that support decision-making processes.
- Support the function of business by providing ad-hoc data summary analysis using tables, maps, graphs, trends, and charts.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
- An advanced degree in data science, economics, statistics, geography/GIS, city planning, social science, environmental science, or a similar field. - Strong statistical analytic skills, with demonstrated experience in dataset manipulation and analysis with R, Python, SAS or other similar statistical software. - Experience with GIS data management, data analysis, and map creation using ArcGIS or other GIS software. - Experience with statistical/econometric data modeling techniques and regression analyses. - Experience using relational databases, data mining, and extracting data using SQL. - Strong interpersonal and teamwork skills with the ability to work independently. - Strong attention to detail and accuracy.
