Job Description
The Data Analytics, Reporting & Triage (DART) investigates complex allegations and patterns of benefits fraud identified by DART analysts. They use Agency and other governmental and commercial data sources to analyze allegations.
DART is recruiting for (1) one City Research Scientists II to function as a Data Research Specialist, who will:
- Provide complex analytical services in the areas of data reporting, data analysis, and internal audits for special projects created and designed to enhance the operational and administrative activities of AO and IREA regarding program accountability and integrity.
- Conduct all aspects of project management and data analysis as it relates to integrity concerns, including the research and development of innovative methods of data mining that will identify integrity and fraud issues for all AO and IREA program areas.
- Work with the Family Independence Administration (FIA), the Medical Assistance Program (MAP) and other areas of HRA to design, review and research exception reports that address integrity or fraud concerns.
- Conduct internal ad hoc inquiries into AO and IREA various source systems. Analyze quantitative/qualitative data to locate vulnerabilities within the agency. Provide proposals and suggestions to improve HRA’s overall accountability and integrity.
- Assist with the creation and implementation of data mining for AO and IREA. Perform trend analysis and prepare reports and trends. Maintain consistency and integrity of data collection, and report concerns regarding data integrity to the Assistant Director.
- Provide analytical support to the DART Management, AO and IREA in the areas of data reporting, data analysis and internal audits.
- Understand and document project-specific process and data flow. Assist with the design of alternate approaches for effective data integration.
Work Schedule: Monday - Friday: 9 AM -5 PM
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
- Experienced in data analytics with extensive knowledge of agency programs and system. - Experience extracting, manipulating, and analyzing data from large databases. - Advanced Microsoft Excel User - Knowledge of SQL, OBIEE, Microsoft Vizio, and R - Excellent written and verbal communication skills as well as interpretive and interpersonal skills
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
