The FDNY Bureau of Management Analysis and Planning (MAP) is headed by an Assistant Commissioner and reports directly to the NYC Fire Commissioner. MAP’s core responsibilities include measuring, tracking and analyzing the Department’s strategic objectives, day-to-day operations and emergency responses to protect lives and property. Within MAP, Data Quality’s primary responsibility is to ensure the quality of data and metrics for internal and external reports, create dashboards and perform ad-hoc data retrieval from FDNY databases.
The Fire Department of the City of New York (FDNY) seeks a full-time City Research Scientist Level III in the Bureau of Management Analysis and Planning. Reporting directly to the MAP Director of Data Science and Innovation, under supervision with some latitude for independent initiative and judgement, the analyst’s primary responsibilities will include serving client data needs through retrieving, collecting and collating data for annual and ad-hoc reports. The analyst will: respond to internal and external reporting mandates; compile descriptive analytics for agency stakeholders including Fire and EMS Operations, Fire Prevention, Fire Investigation and other administrative bureaus; provide both qualitative and quantitative policy analysis, data visualization and metrics in support of tracking and evaluating Department initiatives and pilot programs. Additionally, the Analyst will provide detailed reporting on equity and inclusion initiatives, and track requests for the City Open Data and Equity initiatives involving metrics and data.Tasks include retrieving data from Oracle databases, identifying and managing best practices for use of agency data, providing technical documentation of data management and regularly interfacing with stakeholders to collect requirements and understand department operations and policies for analytical projects. The position requires demonstrated proficiency in SQL, Excel, data visualization software such as Tableau and a good knowledge of statistical methods. Essential skills for this position include excellence in technical and policy analysis; writing and communicating technical concepts to nontechnical stakeholders; a commitment to being a team player with strong communication skills; the ability to disseminate findings through written and verbal communication.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Candidates will have demonstrated fluency in SQL, Excel, data visualization software such as Tableau and/or other scripting software or BI tools utilized in data management and descriptive analytics. Experience with relevant statistical packages in: Python, R, STATA, or other relevant tools. Previous work utilizing Python or R, or experience in policy analysis, research and publications a plus.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
