Job Description
The Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which are mainly individual, and family shelters used as overnight residences for over 38,000 adults and children. DHS’s portfolio covers approximately 4M square feet.
The Street Homeless Solutions (SHS) Division runs a continuum of programs that help move street homeless clients from the street and into transitional and permanent housing. The programs include outOutreach, Safe Haven, Stabilization Beds and Drop-In programs. The program contracts outreach providers in New York City in every borough and within the subway system. The Joint Command Center (JCC), a unit within the division, conducts interagency rapid outreach deployment from a central location using precision mapping, client information, and rapid response to incoming notifications. This initiative partners existing homeless response and prevention programs with a series of new initiatives that have been designed to better identify, engage, and transition homeless New Yorkers to appropriate services and, ultimately, permanent housing.
The Department of Homeless Services is recruiting for one (1) City Research Scientist III, who will;
- Represent SHS in meetings and interagency communications. Present findings from SHS research and evaluation projects and provide technical and analytic support to other agencies and city offices on research and evaluation methods and on the content and organization of HRA and DHS administrative data.
- Oversee the implementation of research pilot programs aimed at outreach efforts. Assist with administering program compliance studies by collecting and analyzing data.
- Implement special projects as they relate to using a data driven approach to improving programmatic efforts.
- Manage a portfolio of program evaluations and research studies, collaborating with Director of Data Analytics and other program area leadership to articulate research questions related to homelessness prevention, street outreach, homeless shelter services, and rehousing.
- Manage administrative, executive, and fiscal reports regarding housing, capacity and contracted provider compliance with program requirements. Ensure reporting is reliable and relevant.
- Designing and constructing a form layouts, charts, graphs, and other graphic presentations. Conceptualize and provide input on methodological framework for complex mixed-method research studies, implementation evaluations, and outcome and impact evaluations of large-scale initiatives related to housing and homelessness.
- Oversee City Research Scientists and other staff responsible for data collection pertaining to Street Homeless Solutions. Assist divisional expert on sophisticated evaluation and research methods and activities, including instrument development, sampling method design, and complex analyses of quantitative and qualitative data. Complete internal and external requests to conduct research and evaluations involving DSS-HRA-DHS staff, clients, and/or data for methodological rigor. Assist in oversight of research pertaining to the Divisional Initiative activity and trends.
- Make recommendations to Director to inform agency decision-making through reports and presentations to the Deputy Commissioner, and other Executive Staff, describing study questions and methods, detailing evaluation, and research findings, and assessing implications for agency operations.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
