Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).
Design and Construction is seeking a highly skilled and data-focused professional to join our dynamic team. This individual will be instrumental in driving data management and analysis initiatives across the operation, supporting a range of tasks that are central to the effective management and use of transportation-related data. Responsibilities include data architecture analysis, data analysis, documentation, and risk management. This role demands a strong understanding of data governance principles, data quality assurance, and advanced data analysis techniques. The ideal candidate should be proficient in analyzing complex data sets, creating data-driven insights, and developing processes that ensure the efficient use of data to support the Division's objectives. The Data Manager will collaborate with various teams to ensure data integrity and compliance with regulatory requirements, work closely with other teams to identify business needs and leverage data-driven approaches to enhance the Division's effectiveness. A deep understanding of data visualization tools and techniques is necessary, to allow for the communication of complex data insights in a clear and actionable manner. The selected candidate will support the development of data governance policies, contribute to the Division's data-driven decision-making processes, and ensure compliance with data security standards. While the focus is on data analysis and management, a fundamental understanding of data security is required to ensure all solutions comply with NYC OTI cybersecurity protocols.
Key responsibilities include:
- Analyzing transportation-related data to identify trends, patterns, and insights that inform planning and operational decisions. - Designing and implementing data management processes to ensure data accuracy, consistency, and reliability. - Collaborating with technical teams to develop data analysis tools and automate data workflows for improved efficiency. - Conducting risk assessments on data management processes and developing strategies to mitigate risks associated with data breaches or inconsistencies. - Developing and maintaining comprehensive documentation for data processes, ensuring transparency, and facilitating knowledge sharing across the Division.

Additional Information:
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37. Note: Less than 2 yrs. City Service - New Hire Rate: $59,314, 2 or more yrs. City service - Minimum Incumbent Rate: $69,781.

1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or
2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or
3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.
