PROGRAM AND JOB DESCRIPTION:
The New York City Department of Health and Mental Hygiene works every day to protect and promote the health of 8.5 million diverse New Yorkers. This includes making health equity and racial justice a priority in order to address enduring gaps in health between white New Yorkers and communities of color. To support this mission, the Bureau of Epidemiology Services (BES) conducts systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to provide accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data. The Data Governance and Informatics Unit (DGI) oversees the agency's use of State Department of Health Statewide Planning and Research Cooperative System (SPARCS) hospital discharge data, Medicaid claims, and electronic health records. In doing so, DGI provides resources to support SDOH authorizations and user ability to work with these data. In addition, the unit coordinates the agency submissions of data assets to NYC Open Data under Local Law 11 and maintains a department-wide Data Catalog.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Supervise Data Governance Coordinators and interns conducting data governance activities supporting agency-wide use of Medicaid, Statewide Planning and Research Cooperative (SPARCS) hospital discharge, and Regional Health Information Organizations (RHIO) data assets and agency's contributions to the Mayor's Office of Open Data under Local law 11 and the Data Catalog.
Liaise with NYSDOH and RHIO governance stewards of respective Medicaid, SPARCS and RHIO data sources, Salient and Medicaid Data Warehouse administrators and the Mayor's Office of Technology and Information (OTI) Open Data colleagues to support coordinator governance activities.
Liaise with DOHMH Privacy and IT colleagues as well as research leads ensuring compliance with data access and use policies.
Support Coordinators and their prioritization of tasks to facilitate timely communications, deliverables, operations and, importantly, customer service.
Oversee coordinator maintenance of systems to track confidential data access by supporting ongoing activities related to data access authorizations, access, disclosures and reconciliations supporting accurate updates.
Coordinate with Business systems analyst, DIIT project manager and HR as needed, to enhance current data use tracker through the development of an integrated Data Governance Management tracking system.
Oversee coordinator maintenance of Data Governance policy ensuring the unit and data users comply with SDOH DUAs and RHIO partnership agreements.
Oversee timely completion, and submission of Annual Open Data compliance plan to OTI and support responses to Open Data public inquiries.
Supervise and prepare data governance communications and documentation (emails, policies, data use resources, workflows, postings, etc.) ensuring they're comprehensive and provide succinct, accurate information and instruction for the diverse audiences.
Provide educational resources, including preparing and conducting presentations to inform data users of data use policies.
Assist in coordinating department analyst research efforts using administrative health data assets within and with other agencies or institutions.
Supply periodic reports to management summarizing accomplishments, tracking and QPR reporting and as needed, other reports on Data Governance productivity.
Participate in and support department shift toward centrally coordinated data governance practices through the implementation of a data modernization roadmap and corresponding enterprise data catalog.
Hire, train and maintain staff and interns to support Data Governance unit.
Oversees the maintenance of the agency's current Data Catalog.
As needed, support the Units mission to support development of an agency-wide Data Governance Framework through the assessment for, and later implementation of, an Enterprise Data Catalog intended to facilitate data asset transparency and data sharing through information management.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
3 to 5 years of experience working in health data research, data governance, health compliance and/or in health information and communication technology, preferably with a background in HIPAA, health privacy and data security standards or Institutional Review Board processes, and/or specialization in health data governance or public health law and its policies. 1+ years' experience writing grants or supervising epidemiology data analyses with knowledge about data governance, meta data and data analyses. Ability to run queries in SQL and familiarity working with relational database systems. Advanced knowledge of Microsoft Excel formulas and functions (e.g. lookups, pivot tables, conditional formatting). Excellent knowledge and skills utilizing Microsoft Word, Microsoft PowerPoint, Microsoft Outlook, and Adobe Acrobat functions core tools for this position. Highly analytical and effectively able to troubleshoot and prioritize needs, requirements, and other issues. Ability to build strong relationships with teammates, partners, and specialists by fostering teamwork, partnership, and collaboration in a virtual or face-to-face environment. Experience bringing together multiple stakeholders for complex projects. Pro-active and self-motivated with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines. Strong organizational skills using project management tools to facilitate progress in assigned tasks. Personnel management experience. Strong attention to detail. Excellent written and oral communication skills. Ability to handle multiple tasks under tight deadlines.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
