We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

This position would be within the Office of Strategic Operations and Performance Management (SOPM) in the Office of the Chief Operating Officer (COO). This office supports the overarching strategies of DOHMH, to foster organizational alignment with those strategies, and to supplement divisional capacity as needed. This office also coordinates strategic data projects related to agency operations and analyses for priority Agency initiatives. The Strategic Data Initiatives (SDI) Unit is made up of 7 staff [1 Senior Director, 1 Director, 2 Data Scientists, 1 Salesforce Developer & 2 Senior Salesforce Business Analysts] is focused on leveraging technology and data products to meet the Agency's goals more efficiently.

Under direction of the Director of Strategic Data Initiatives, the Data Engineering Specialist will support the agency's partner management system, Partners Connect, a Salesforce-based system. This system currently supports the Agency's external, partner-facing efforts, with rapid development, deployment and support for new agency initiatives. This role will also need to be flexible, and, as needed, gather requirements, build workflows, train users and report results. This role will coordinate with agency stakeholders to better understand public health programs and map those data processes to the current partner management system environment. The Data Engineering Specialist will be responsible for improving the data infrastructure used by the agency, particularly around communication with partners. This includes building data pipelines from external databases which contains information about hospital providers and staff, the New York State Pharmacy Registry and other key health care providers. These data, once consolidated, will be used for optimizing provider communication. Additionally, this position will be responsible for building internal data pipelines from administrative and programmatic data systems (Healthcare facility directory, provider communications, etc.). They also may need to work with internal programmatic staff to build out new use cases and provide TA as needed. This position will also supervise a Data Scientist/Senior Data Analyst who will focus on data analysis, visualization, and reporting.

This position is eligible to for telework for up to 2 days per week.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Mapping new data sets and sources into predefined schema or developing new schemas as needed, while maintaining data integrity

Conducting, presenting and publishing research associated with their work.

Working with data managers and outreach staff across the agency to provide as needed technical assistance to maintain data fidelity

Assisting in the design and execution for data visualization and reports using a variety of tools including Tableau, Salesforce, R, Pentaho and others

Coordinating and execute cross-divisional reporting and data visualization initiatives as assigned by leadership

Conducting deterministic and probabilistic matching to de-duplicate entities within the management system. Assist with and manage feature upgrades using project management best practices

Building, testing, and maintaining ETL processes for new and existing data integrations

Communicating complex technical and data information to both technical and non-technical stakeholders.

Familiarity with SQL, R, or Python a plus, but the desire to learn new technologies and a strong analytical framework is more important than experience with scripting languages.

Will work on a team consisting of a project manager, analysts, data engineers and developers.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Preferred Skills

Experience as a Salesforce administrator or analyst is appreciated. Communicates complex technical and data information to both technical and non-technical stakeholders. Ability to understand the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities, along with a demonstrated commitment to supporting communities who have experienced systemic oppression and bias (e.g. people of color, LGBTQ+ people, immigrants, justice involved persons, etc.) Have a demonstrated commitment to supporting communities who have experienced systemic oppression and bias (e.g. people of color, LGBTQ+ people, immigrants, justice involved persons, etc.) The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
