Job Description

About the Office: The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor and First Deputy Mayor on criminal justice policy and is the Mayors representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys, and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the systems fairness. MOCJ works with law enforcement and city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety. To ensure effective results, the office draws on various disciplines, such as behavioral economics to nudge conduct and machine learning to develop reliable predictive analytics.

The Mayor's Office of Special Enforcement (OSE) is an important branch of the Mayor’s Office of Criminal Justice (MOCJ). OSE is an innovative, solutions-oriented task force that ensures NYC communities are safe from harmful illegal and unregulated industries that one agency and one set of enforcement tools alone can't address. Our multi-agency enforcement team devises strategic solutions ranging from public education to enforcement action to complex problems.

The Data Engineer is responsible for implementing and maintaining the underlying infrastructure and architecture for data generation, storage, and processing to support OSE operations. Responsibilities will include:
- Build and maintain the data infrastructure for optimal extraction, transformation, and loading of data from a wide variety of sources;
- Ensure data accessibility at all times and implementing agency data policies with respect to data privacy and confidentiality;
- Improve data systems reliability and performance;
- Create optimal databases, pipelines, and reporting systems to solve agency business problems;
- Provide platforms that enable OSE data consumers to analyze and gain insights from data. Converting data from primary and secondary sources into formats that can be easily utilized by
Dynamics, OSE researchers and other data consumers;
- Develop data tools and APIs for data analysis to streamline manual processes;
- Maintain code and documentation using DevOps Collaborating with stakeholders to understand how data can be leveraged to meet OSEs needs;
- Develop algorithms to transform data into useful, actionable information;
- Manage special projects and initiatives as assigned.

HOURS/SHIFT
Day - Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.


Preferred Skills

The preferred candidate should possess the following: - Significant experience as a developer using some combination of: SQL- (MS-SQL Server, Oracle and/or Postgres), SSIS, Visual Studio, C#, Python, Web APIs, SharePoint, JSON and CSV files - 3 years working with Microsoft Dynamics CRM Online - Experience in developing, deploying and customizing Microsoft Dynamics CRM Solutions - Experience automating data pipelines using: Visual Studio, SSIS, SQL and Python scripts - Experience with NYC Open Data - Experience with SSRS Reports Development and Power Apps - Experience with Azure DevOps Experience with Unit testing and Integration testing - Experience creating technical and user documentation - Strong communication, analysis, and problem-solving skills ability to work independently in a fast-paced environment. - Handle special projects and initiatives as assigned.
