The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners.

Your Team:

The Office of Policy & Strategy (OPS) leverages its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact, optimize their efficiency, and become more data-driven, compliance-attentive, climate-adaptive, and mission-focused. To do so, OPS collaborates with staff and senior leadership from across the Agency, as well as with representatives from other Agencies. OPS carries out its work through delivery of rigorous data, policy, and financial/credit analysis; technical and statistical research; compliance awareness and adherence; and techniques in program visioning and design. OPS is comprised of four areas: Housing Policy, Strategic Operations and Analytics, Credit & Valuation, and Sustainability.

The Data Community Coordinator works within Strategic Operations and Analytics (SOA), which works to increase HPD's impact by analyzing and improving operations agency-wide. We do this by clarifying HPD program missions, objectives, and stakeholders; implementing initiatives that advance HPD's goals; analyzing data to deliver actionable insights to HPD programs; and increasing the agency's overall ability to leverage data.

Your Impact:

As a Data Community Coordinator on the Business Intelligence and Data Strategy (BIDS) team within SOA, you will be instrumental in building a thriving data community within HPD, which is key to promoting quality, affordable housing for New Yorkers. By driving engagement, upskilling, and fostering collaboration, you will empower data practitioners to enhance their capabilities and contribute to HPD’s data-driven mission. Your work will support operational efficiency, promote data-driven decision-making, and promote adherence to data governance and ethics policies across HPD.

Your Role:

Reporting to the Director of Business Intelligence & Data Strategy, the Data Community Coordinator will lead efforts to build a community of data practitioners across the organization. You will organize learning events, workshops, and collaborative sessions, supporting a culture of continuous learning and cross-departmental data collaboration. Additionally, you will play a key role in identifying skill gaps, guiding technology adoption, and promoting best practices for data analysis and governance.

Your Responsibilities:

Community Building and Engagement

- Develop and implement a community engagement strategy to connect and develop data practitioners in HPD
- Organize regular convenings, workshops, and events to facilitate knowledge sharing and skill development
- Curate and maintain a repository or data resources, tools, and case studies
- Promote cross-departmental collaboration on data initiatives and projects

Data Upskilling and Training

- Develop and implement a data skills training strategy in HPD, particularly around using BI tools
- Conduct regular assessments to identify data skill gaps within HPD
- Leverage both NYC government-managed and external (e.g. DataCamp, YouTube, etc.) training platforms to develop and implement targeted courses, workshops, and bootcamps for HPD staff
- As needed by the Director, support initiatives related to data upskilling for HPD staff

Data Advocacy and Best Practices

- Create and maintain best practices for data analysis, reporting, and visualization
- Advocate for data-driven decision-making across the organization
- Champion data ethics and governance by promoting responsible data use and adherence to policies

Tool and Technology Enablement

- Support teams in adopting and effectively using BI tools such as Power BI and Oracle BI
- Promote self-service analytics and empower employees to explore data independently
- As needed, assist the Director and team in evaluating BI tools and the latest trends to improve data practices in HPD
- Oversee the licensing and permissions of BI tools, ensuring appropriate access based on team, role and responsibility
- Take lead in developing opportunities for team to collect feedback from program areas on pain points related to BI tools
- As needed, provide data quality support to HPD Tech to ensure data in BI tools is trustworthy
- As needed, help HPD program areas with query-building and dashboard-building in BI tools

Operational Support

- Develop, manage, and transition processes related to data governance, access, movement, and security
- Conduct research as needed on emerging data topics to support organizational needs
- As needed, provide operational support related to HPD’s Open Data work

Preferred Skills:

- The ideal candidate will be an inquisitive self-starter with strong organizational and communication skills, who is passionate about making organizations more data-driven
o Strong attention to detail, with the ability to manage both high-level strategy and granular project tasks
o Excellent interpersonal and communication skills, able to ask thoughtful questions to ensure understanding and facilitate collaboration across teams
o Experience organizing events, workshops, and/or community-building activities
o Experience effectively training others in how to use technologies and tools
o Strong aptitude for learning new tools and technologies independently using online resources (e.g. YouTube, DataCamp, LinkedIn Learning)
o Collaborative, team player with the ability to also drive things forward independently
o Enthusiastic about using data to improve government operations and policies and learning new technologies
- Data Community Coordinator must have advanced Microsoft Excel skills and affinity for working with data; some experience with data analysis tools such as Python, R, Stata, SAS or a similar language, or data visualization tools (e.g. Power BI, Tableau) is a plus
- A Bachelor’s degree or equivalent experience is required; relevant graduate coursework in public policy, housing, data science/analytics, or city government is a plus


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
