NOTE: This position is open only to current City of New York employees serving in a permanent COMPUTER SYSTEMS MANAGER (CSM) CIVIL SERVICE TITLE.


The Bureau of Information Systems and Technology provides a full range of technology support services for key business functions and charter mandated responsibilities of the Comptroller’s Office. These services include: technology strategic planning, graphic design, disaster recovery, systems development, network administration, audio/visual services, business process re-engineering, change management, program management, security administration, help desk, computer operations, telecommunications, and document management.

Under the direction of the Assistant Comptroller of IT Operations, the responsibilities for the position of the Data Architect include, but are not limited to, the following:

- Compile data and analytics into reporting & visualizations using Business Intelligence solutions. Lead the development and documentation of organizational data assets and definitions;

- Design and implement effective database solutions and models to store and retrieve company data;

- Implement data solutions that are scalable, reliable, and secure;

- Assist in maintaining the integrity and security of the data and reporting environments;

- Provide key statistics, reports, graphs/charts to business stakeholders to assist in the measurement of results, identifying trends, insights and patterns;

- Create and maintain automated reporting processes;

- Communicate with stakeholders to understand their data needs/requirements and fulfill data requests;

- Participate in presentations focused on using analysis to drive strategic decision making;

- Own and improve KPI reporting to measure and influence critical business decisions;

- Supervise and mentor Business Analyst and Business Intelligence developer, providing guidance, support on data analysis, reporting, and visualization projects; and,

- Perform related assignments and special projects as required.


MINIMUM QUALIFICATION REQUIREMENTS

A baccalaureate degree in computer science or a related field from an accredited college and four (4) or more years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks; at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties.

PREFERRED SKILLS IN ADDITION TO MINIMUM QUALIFICATIONS

- Strong understanding of data modeling, data warehousing, and data security;

- Significant experience working with: SQL, MS Excel, MS Power BI, Python, RStrong analytical and problem-solving skills; ability to analyze, troubleshoot and resolve software, hardware, database failures;

- Experience with OData protocol;

- Knowledge of Data Analysis Expressions (DAX);

- Experience with SSAS data model;

- Ability to work effectively with all levels of the organization, and to complete assigned projects in accordance with specified schedules;

- Experience with PowerPoint presentation design a plus;

- Excellent organizational, planning, teamwork, management and communication skills;

- Ability to manage multiple projects simultaneously in a fast-paced environment.

Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
