The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Administration for Children’s Services (ACS) Office of Child and Family Health (OCFH) delivers direct medical services to children entering foster care and ensures that the health care provided is comprehensive and appropriate. OCFH also offers individualized case consultations and training to ACS staff and foster care agencies on a variety of health-related topics and provides clinical expertise in developing medical and mental health policies that support best case practice agency wide. OCFH is comprised of the following units: Medical Review and Monitoring Unit (MRAM), Children with Special and Exceptional Needs (CSEN) Unit, the Developmental Disabilities Unit (DDU), Psychiatry and Behavioral Health Unit (PBHU), Mental Health Coordination Unit (MHCU), Pre-Placement Medical Services Unit and the Health Policy and Planning Unit (HPPU).

Under the supervision of the Executive Director for Clinical Programs and Services for OCFH and the direction of the ACS Chief Medical Officer (CMO), the MRAM Data and Quality Assurance Specialist will be responsible for:

- Monitor and maintain Clinical Programs and Services databases, various data systems including but not limited to Children with Special and Exceptional Needs Unit database, Quality Monitoring and Medical Audit Units spreadsheets and other identified needs
- Providing data support for quality assurance processes and developing general and case specific reports
- Manage all aspects of medical audit data entered in electronic audit tools including set -up, organization, maintenance, tracking, trending analyses
- Act as principal liaison to Diligent – electronic audit toll vendor; participating in trainings, meetings, and implementation processes
- Create and maintain data system for VFCAs contacts, Corrective Action plans and Intermediate Remediation processes
- Assist MRAM teams with retrieving and interpreting data from the PAMS Review of CNNX Health Tab, accessing and utilizing CNNX, PSYCKES OMH Database and other City/State databases for verification and comparison of medical, psychiatric, and other related data.
- Access capabilities and developing processes to integrate CSEN unit and PBHU data, including but limited to D-Modifier cases into audit sample.
- Develop data system to track, trend and report on SPRs, Skilled Nursing Facilities visits,
Medical Consultation program and joint OCFH – Specialized Care Unit tasks and responsibilities.
- Train MRAM Staff on the use of various databases and other system needs
- Perform other duties as assigned

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
