Job Description:

The Division of Economic and Financial Opportunity (DEFO) is committed to encouraging a competitive and diverse New York City business environment by promoting the growth and success of small businesses, with special emphasis on historically underserved groups, and ensuring their meaningful participation in the government procurement process.

DEFO is seeking a Data Analyst for the Strategy and Analytics unit to provide support for compliance and performance reporting, conduct program analysis, and help implement data-driven strategy for matching certified companies with contract opportunities. This position will report to the Executive Director of Strategy and Analytics.

Specific Responsibilities:

Responsibilities will include, but are not limited to:
- Assist the Executive Director and senior analysts with developing compliance and performance reports, as well as ad hoc analysis.
- Assist with the maintenance and enhancement of data-tracking systems, especially related to tracking impact and information necessary to measuring key performance indicators.
- Conduct policy and best practice research around common division tasks.
- Ensure accuracy and consistency of data generated internally and collected from outside sources.
- Provide analytical support for program development, implementation, and assessing program outcomes.
- Conduct analysis to support business development and outreach, including the generation of target lists based on internal and market data.
- Regularly review City contract awards to determine areas where product and service needs are changing and identify areas to consider for the recruitment of M/WBEs that may be underutilized.
- Assess M/WBE vendors and their capacity to perform on city contracts; determine gaps in the availability of certified M/WBE vendors to provide those goods and/or services purchased by the City.
- Conduct policy and program research.
- Create quantitative and qualitative reports and collaborate with DEFO program leaders to develop presentations, reports, talking points, press releases, and testimonies.
- Assist with technology initiatives.
- Support design and implementation of Common Data Service (CDS) platforms.
- Assess and identify data quality or data integrity issues and propose an actionable solution. Monitor data quality and accuracy.
- Developing tools and methods to support reproducible and automated reports and analyses.
- Advise division on data capabilities in support of various initiatives, projects, and reports. Identify trends and insights from the data to support decision making.
- Synthesize complex information into presentations and reports for various audiences.
- Respond to time-sensitive requests from City Hall, SBS Executive Staff, elected officials, press, and the public.
- Create dashboards and visual interactive reports using Power BI; analyze data and present it through reports that can help in decision-making.
- Create Power BI reports and build data automation tools in Excel (with Power Query Editor).
- Gather, clean, and transform data from various sources.
- Develop and maintain data models and relationships.
- Design and create interactive visualizations and reports.
- Collaborate with cross-functional teams to understand data requirements.
- Create and maintain documentation for data sources, processes, and reports.
- Stay up-to-date with new features and capabilities of Power BI and data analytics industry developments.
- Other tasks and duties as needed.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

- Outstanding quantitative analysis skills. - Strong written and oral communications, and presentation skills. - Proficiency in MS Excel (descriptive statistics, pivot tables, functions). - Proficient in MS PowerPoint. - Experience in Power BI, DAX, Power Query, and MS Excel and a background in data analytics and business intelligence. - Designing and building Excel data automation tools using Power Query Editor. - Coding knowledge and experience querying databases (SQL, DAX, M Language). - Experience with data preparation and transformation. - Knowledge of relational data modeling concepts. - Ability to translate raw data from various sources into meaningful reports. - Strong SQL skills and experience with database management systems. - Proficiency in data analysis, data visualization, and dashboarding. - Knowledge of data warehousing and business intelligence concepts. - Experience with Power BI and the Power BI Service - Understanding of data modeling, data visualization best practices, and effective storytelling through data. - Well-developed ability to distil complex information into its essential components and concepts. - Experience with identifying, analyzing and interpreting data trends, and preparing reports. - Experience processing large amounts of structured and unstructured data. - Capable of working in a fast-paced environment, managing multiple projects simultaneously, and prioritizing assignments. - Ability to think analytically and learn quickly and independently. - Excellent research, quantitative, problem solving and strategic thinking capabilities. - Proven ability to work well under pressure and adapt quickly to change. - Ability and willingness to work in a collaborative, multi-disciplinary environment with diverse perspectives. - High attention to detail. - Effective team player. - Experience in SQL, Access, R, Tableau, and/or other data management or analytical tools is a plus.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
