NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.
The Property Quality Assurance Unit (QA), reporting directly to the Deputy Commissioner of Property, provides independent and key components of quality assurance and integrity for property valuation. The Quality Assurance Unit's goals are to ensure accuracy and overall assessment roll integrity; monitor consistency of assessors in application of guidelines; create an environment of transparency, accountability, and integrity; and provide recommendations and assist with training needs, resource development and areas needing improvement. The selected candidate will report to the Director of QA.
Responsibilities include, but are not limited to, the following:
- Produce the Annual Employee Property Report and complete necessary analysis to author report. This report summarizes checks for potential conflicts of interest involving all Property Division employee residences and investment properties.
- Work with Director on verifying and distributing reports to senior supervising assessors and assessment review during valuation season and change by notice period. Ensure reports address the issue of concern and data aligns with data in our computer assisted mass appraisal system.
- Improve/ increase data available for management, QA staff, assessors, and supervisors. Assist in the clean-up of parcel data. Identify and implement additional data for use in valuation. Work to consolidate and streamline data sources and reports. Manage projects and/or provide assistance to Property Field or other units to identify parcels with incomplete or erroneous data. Research and provide additional data and analysis.
- Provide data support and quality assurance checks on the three Energy Efficiency Covered Buildings Lists created for the Department of Buildings. This includes Local Laws 133/84, 87 and 97.
- Develop/implement and manage or assist with special projects or respond to requests for data reports from various Property Division units of significant complexity under tight deadlines. Provide analytical and documentary support for field operations. Prepare statistical information and narrative materials for presentations. Analyze, plan, implement, track and document projects. Presentations and reports should be clear and appropriate for the audience. Work to be completed in a timely manner, e.g., within 10 working days of receiving assignment.
- Generate increasingly complex review lists of parcel valuations during the Tentative Roll period. Review lists must be targeted to potential areas of concern. These areas include new policies and procedures, valuation procedures where assessors may require additional training, and specific types of buildings or neighborhoods.
- Respond to requests for data reports from various Property Division units under tight deadlines. Produce canned reports for both the Computer Assisted Mass Appraisal application as well as Property Tax System (PTS) and assist other staff to run reports as needed.
- Assist other business units with special projects as needed.
Level I
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Level II
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science."
Level III
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
- Above average written communication skills. - Experience with SQL Server Management Studio and Power Bi. - Intermediate to advance level skills with SAS. - Intermediate to advance level experience/skills using Microsoft Excel and Office Suite Products. - Familiarity with Property Valuation and Assessment.
