Summary:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The OMB Management and Operations Unit examines operations at OMB and city agencies with the goal of gaining more efficient, cost-effective services and improved outcomes. Our team proactively assesses all areas of Citywide management including agency performance, financial management, information technology, and procurement. Within the Management and Operations Unit, the Policy and Operations Research Task Force is primarily responsible for analyzing fiscal and economic implications of the City’s policy initiatives and evaluating City agencies’ operations and programs, as well as conducting ad-hoc quantitative analysis. The Housing, Transportation and Mobility unit carries out statistical analyses in the associated policy areas.
Job Description:
The data analyst should be skilled in analyzing complex datasets, developing statistical models, and applying machine learning algorithms to extract insights and drive decision-making. They should specialize in collecting, cleaning, and analyzing data to identify patterns, trends, and correlations. They often work closely with stakeholders to understand their data needs and deliver actionable insights.

Responsibilities:
- Implementing digital tools and automation can help streamline processes, reduce errors, and enhance efficiency.
- Utilize data and analytics to make informed decisions. Collect and analyze relevant data to identify trends, patterns, and areas for improvement.
- Providing strategic expertise in machine learning and data mining techniques.
- Use analytical, statistical, and programming skills to collect, analyze, and interpret large data sets, then develop data-driven solutions.
- Collecting, processing, and performing statistical analyses on large sets of data.
- Identify valuable data sources and automate collection processes.
- Undertake preprocessing of structured and unstructured data.
- Analyze large amounts of information to discover trends and patterns.
- Build predictive models and machine-learning algorithms.
- Combine models through ensemble modeling.
- Present information using data visualization techniques.
- Propose solutions and strategies to business challenges.
- Removing corrupted data and fixing coding errors and related problems.
In addition to subject matter expertise, the position will require a high capacity for independence, relationship building, and creativity. The candidate should possess the ability to manage multiple, often-competing priorities, and manage staff effectively to ensure properly skilled individuals are assigned to and satisfy specific needs.
1. A baccalaureate degree from an accredited college.
Qualifications: - An interest in using automated scripting and artificial intelligence tools to clean data and create efficient data pipelines and workflows. - Experience in data mining and analyzing and visualizing data. - Understanding of machine-learning and operations research. - Analytical mind and business acumen. - Strong math skills (e.g., statistics, algebra). - Problem-solving aptitude. - Excellent verbal and written communication and presentation skills. - Ability to think critically and critique assumptions. Applicants should also have some expertise in at least one of the following areas below: - At least one (1) year experience with quantitative data collection, analysis, and reporting, preferably related to campaign finance and elections. - Experience using advanced statistical analysis software such as R, Python, SPSS, or equivalent. - Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation. - Experience in handling reporting packages like Business Objects, programming (e.g., JavaScript, XML, or ETL frameworks), databases. - Proficiency in statistics and statistical packages like Excel, SPSS, SAS to be used for data set analyzing. - Experience in the development of algorithms leveraging SAS, R, Python, or SQL and NoSQL - Experience using business intelligence tools (e.g., Tableau) and data frameworks (e.g., Hadoop). - Adept at using data processing platforms like Hadoop and Apache Spark. - Knowledge of data visualization software like Tableau, or equivalent. Requirements: Assistant Analyst ($51,550+): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment with no or one year of full-time experience in budgetary planning/management, audit, compliance, accounting, financial analysis, public policy analysis/administration or a related field. Analyst ($65,604+): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of two years of budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration or a related field or an awarded Master's degree in Financial Management, Business, Public Administration or a field related to the specific assignment. Senior Analyst ($73,806): Bachelor's degree and a minimum of three years responsible administrative and/or budget experience or an awarded master’s degree in Financial Management, Business, Public Administration, or a field related to the specific assignment and a minimum of one year of responsible administrative and/or budget experience.
