Job Description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The Office of Management, Analysis, and Planning (OMAP) is seeking a highly motivated and skilled Data Analyst to join our team. This key role will play a critical part in driving data-driven decision-making across the organization. The ideal candidate will possess strong analytical, problem-solving, and communication skills, with a proven ability to leverage data to uncover insights and inform strategic initiatives.
Responsibilities:
Data Analysis & Reporting:
- Collect, clean, and analyze large and complex datasets from various sources.
- Develop and maintain key performance indicators (KPIs) to track and evaluate department
performance.
- Conduct statistical analysis, including descriptive statistics, hypothesis testing, regression
analysis, and other relevant methods.
- Develop and deliver insightful reports, dashboards, and presentations to communicate data-
driven findings to stakeholders at all levels.
- Identify trends, patterns, and anomalies in data to inform strategic decision-making and identify
areas for improvement.
Data Visualization:
- Create compelling and informative data visualizations using tools such as Dash and Tableau.
- Effectively communicate complex data through clear and concise visualizations.
Data Modeling & Predictive Analytics:
- Develop and implement inferential models to forecast trends and outcomes.
- Conduct data mining and machine learning techniques to identify hidden patterns and insights.
Data Management & Governance:
- Develop and maintain automated reports and dashboards using server-side scripting and
scheduling tools.
- Ensure data quality and integrity through data validation and cleansing processes.
- Contribute to the development and implementation of data governance policies and
procedures.
Preferred Skills
- Proficiency in Python: Strong programming skills in Python, including data manipulation,
analysis, and visualization libraries (e.g., Pandas, NumPy, Matplotlib, Seaborn).
- Expertise in SQL and experience with relational databases.
- Experience with data visualization tools (e.g., Tableau, Dash).
- Experience in developing, deploying, and automating server-based resources such as reports
and dashboards.
- Proficiency with data analysis and statistical modeling.
- Experience with cloud computing platforms is a plus.
- Highly organized and detail-oriented, with a strong ability to coordinate and track multiple
deliverables, tasks, and dependencies.
- Master’s degree in relevant fields such as data science, statistics, and policy analysis are
preferred.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
