The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 311 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.
Reporting to the Senior Advisor, the Data Analyst is responsible for a portfolio of business units and works directly with business units to manage and support data requests and long-term analytics projects. The Data Analyst must have specialized knowledge in data analytics and visualization. Knowledge in housing, health and/or environmental policy is a plus.
Under supervision, with latitude for independent action or decision making, the Data Analyst will perform scientific research and studies related to operational issues. Responsibilities include, but are not limited to the following:
- Support the operational and policy initiatives in a portfolio of NYCHA business units, including but not limited to the Office of Quality and Cost Control, the Office of Safety and Security, and
the Technical Services Department.
- Perform complex and nuanced analytical work, ad-hoc analyses, and prepares relevant reports and presentations as assigned.
- Conduct research and analysis using a variety of quantitative methods across departments.
- Lead teams from across the Authority on ways to best leverage, utilize, and establish standards on the use and application of data, data formats, and data analytical tools across projects.
- Identify gaps in programmatic and IT related processes and ensure improvements are being addressed with IT.
- Develop targeted reports, dashboards, and data visualizations to facilitate operational decision making.
- Serve as a technical resource person providing guidance to other staff in specialized operational areas related to quality assurance and safety conditions; resolve complex and /or unusual
problems in these areas.
- Prepare project updates, briefings, presentations, agendas, and materials for internal and external meetings.
- Conduct site reviews and programmatic monitoring.
- Perform day-to-day project management responsibilities and notify the Senior Advisor when/if issues arise that require senior management intervention.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
1. Use performance data and quality assurance processes to ensure that the business unit’s work is conducted efficiently, effectively, and in compliance with all rules and regulations specifically related to environmental, health, and safety. 2. Experience managing, blending, analyzing, and reporting on quantitative data from multiple sources. 3. Strong analytical skills, with knowledge of reporting, pivot tables/charts, and business intelligence or data visualization tools (OBIEE, Tableau, or Power BI). 4. Fluid understanding and working with data management software, geographic information systems (GIS), statistical programs (R, STATA or Python), and database query languages (SQL). 5. Project management skills with experience in managing and supervising administrative projects. Familiarity with Smartsheet, Basecamp, or Visio. 6. Experience managing high-priority projects and tracking project lifecycles. 7. Experience working collaboratively to develop and execute project plans. 8. Ability to make timely and effective decisions and produce results through strategic planning. 9. Extensive research and writing skills related to housing, health and environmental conditions with the ability to communicate in different styles and to varied audiences (e.g., memoranda, policies, abstracts, manuscripts, grants, proposals, protocols, presentations, outreach materials, and social media. 10. Excellent communication skills with ability to engage and facilitate cooperation among multiple stakeholders. 11. Advanced working knowledge of Microsoft Outlook, Word, Excel, and PowerPoint.
