The Department of Citywide Administrative Services (DCAS) provides essential administrative support services to all Mayoral and some non-Mayoral City agencies to ensure they fulfill their respective programmatic missions. DCAS manages and maintains 55 City owned buildings; acquires and disposes a broad range of real estate assets including private leasing of office and warehouse space; administers the entire civil service system for the City to over 280,000 employees; establishes citywide EEO and recruitment and retention policies; manages the City’s energy program; engages in citywide purchasing goods and services and manages the City’s fleet which includes 28,000 vehicles.

The Office of Strategic Operations helps to identify and set the direction toward agency operational priorities, transform goals into reality and use design, data and analytics to achieve results. The data analyst will help to develop a data strategy that supports agency goals, improves agency operations and service delivery, and to develop a culture of accountability and transparency. The data analyst will play a critical role in building the tools and helping to implement a practice of data informed thinking and planning.

Data Analyst in the Strategic Operations team whose primary responsibilities involve serving agency data needs through retrieving, collecting and collating data for annual and ad-hoc reports.

Duties include but are not limited to the following:

- Respond to internal and external reporting mandates, as directed
- Compile descriptive analytics for all Lines of Service within DCAS
- Provide both qualitative and quantitative policy analysis, data visualization and metrics in support of tracking and evaluating DCAS initiatives and programs
- Support the development and maintenance of agency and Line of Service/Division specific Key Performance Indicators (KPIs), metrics, and regular reporting
- Retrieve data from databases using SQL and/or other programming languages
- Identify and manage best practices for use of agency data
- Provide technical documentation of data management
- Regularly interface with stakeholders to collect requirements and understand department operations and policies for analytical projects.
- Ensure that data concepts are engaging non-technical audiences in meaningful conversations to encourage adoption of proposed recommendations
- Be a proactive contributor that emphasizes the importance of data practices to team projects as they develop and in forming recommendations to ensure that data elements are captured, best practices, and new patterns are shared across industries, etc.
- Other duties, as assigned.

Additionally, the Data Analyst will provide detailed reporting on and track requests for DCAS’s publicly reported metrics related to compliance involving narratives, metrics, and data (i.e., Open Data and Mayor's Management Report (MMR). The Data Analyst will help ensure that data is entered into the appropriate systems punctually and accurately and support the creation of DCAS’s public responses. Open Data responsibilities include dataset preparation, clean-up, transfer, upload, and review. This process will involve close collaboration with business units to ensure data are submitted in an appropriate format.

The Data Analyst will also recommend consolidation and/or efficiency in reporting where possible. The Data Analyst will be responsible for the creation and upkeep of internal guidebooks to provide clear guidance, consistency, and awareness of reporting. Finally, the Data Analyst will be expected to work effectively and collaboratively with other members of the Strategic Operations team and Lines of service at DCAS on a wide range of projects.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Possess demonstrated fluency in SQL, Excel, and data visualization software such as Microsoft PowerBI and/or other scripting software or BI tools utilized in data management and descriptive analytics. - Experience with relevant statistical packages in Python, R, STATA, or other relevant tools preferred. Previous work utilizing Python or R or experience in policy analysis, research, and publications is a plus. - Possess experience and technical ability in policy analysis writing and communicating technical concepts to non-technical stakeholders a commitment to being a team player with strong communication skills and the ability to disseminate findings through written and verbal communication Selective Certification: - Possess a valid Information Technology Infrastructure Library (ITIL) Practitioner certification. - Possess at least one (1) year of satisfactory, full-time experience analyzing data using a Statistical Analysis System (SAS) to perform data management and data cleaning, perform basic statistics such as calculating proportions, means, and medians, and conduct bivariate analysis. - Possess at least one (1) year of satisfactory, full-time experience analyzing data using Statistical Package for the Social Sciences (SPSS) to perform data management and data cleaning, perform basic statistics such as calculating proportions, means and medians, and conduct bivariate analysis. - Possess at least two (2) years of satisfactory, full-time professional experience analyzing, disaggregating, and synthesizing complex data identifying and effectively communicating trends and aligning data to business objectives. This experience must include knowledge of statistics and analytical reporting. - Possess at least two (2) years of satisfactory, full-time professional experience in the areas of requirements management, business systems design and modification, and business needs assessment and solutions. This experience must include knowledge of MS Office Suite, operating systems, testing methods, and database types. - Possess at least one (1) year of satisfactory, full-time experience in the areas of Business Relationship management including strategic business relationships, stakeholder relations IT service and strategies, service quality management and/or other related areas. - Possess at least two (2) years of satisfactory, full-time experience setting the business context for interpreting data and clarifying and defining that message for stakeholders and non-analysts in order to drive business decisions. This experience must include utilizing data visualization tools such as Tableau, QlikView, etc. - Possess at least one (1) year of satisfactory, full-time professional experience working with Microsoft Excel including, but not limited to, using advanced functions (VLOOKUP, IF statements) and Pivot Tables.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
