The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City. These include taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles. The TLC licenses about 175,000 drivers, 115,000 vehicles, and 1,000 businesses, which together transport about a million passengers a day, making TLC the most active for-hire transportation regulatory agency in the world. With the introduction of new apps and technologies, TLC is now on the front lines of a rapidly changing mobility landscape. Our initiatives such as regulating driver pay, ensuring wheelchair accessibility, working to eliminate traffic fatalities, or preventing discriminatory service often serve as a model for other cities.

We are looking for a highly motivated Data Analyst to join our Data Analytics Unit within the Policy Division. Among other datasets, we regularly receive trip data for every taxi and for-hire vehicle trip in New York City. This immense data includes detailed information on passenger wait times, geographical coordinates for pickup and drop-off locations, trip times, passenger costs, and driver pay. With data on about a million trips a day that has now been collected for years, our team is incredibly data driven.

We are seeking to add a new member to our team who is a self-starter and is excited to work with big data to drive important policy decisions to benefit passengers, drivers, and all New Yorkers. This individual will be integrated into ongoing projects within our team such as traffic congestion, fare regulation, vehicle electrification and charging infrastructure, traffic safety and Vision Zero, driver pay, the use of emerging technologies, and shared rides. The Data Analyst will work closely with those in the Data Analytics Unit and the Policy Research Unit to answer a variety of questions on the for-hire transportation industry utilizing internal and external data sources.

The Data Analyst will perform the following tasks:
- Keep track of extensive datasets through maintaining well organized data dictionaries, conducting exploratory data analyses (EDA) and data validations.
- Liaise with other departments to support their data needs, identify useful data sources and potential for collaboration.
- Tell accurate and compelling data stories through a verity of tools such as designing and building interactive dashboards and data visualizations.
- Aid in analyses of existing data to support planning and policy development.
- Analyze data to identify gaps and inconsistencies.
- Work with agency leadership to produce data analyses and provide solutions.
- Present analyses and findings to agency senior staff and outside stakeholders.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.


Preferred Skills

- Excellent research, writing, and verbal communication skills, effective problem-solving and data skills. - Strong background writing SQL queries to extract meaningful data and answer small and big questions. - Thoughtfulness about ensuring data accuracy and quality assurance. - Prior experience with Python and/or R to read and transform large amount of data and deliver clean and well-organized code. - Experience with a version control tool and data documentation. - Passionate about analyzing big data to inform policy in government or public service. - Solid foundation in data cleaning and Exploratory Data Analysis. - Solid foundation in statistical analysis, math, and probability. - Ability to translate quantitative analysis into actionable insights through presentations, reports and dashboards using BI tools such as Power BI or Tableau and writing Python and SQL scripts. - Willingness to learn new technologies. - Experience automating data pipelines using: SQL/Python/R scripts. - Collaborative mindset.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
