The applicant’s responsibilities will include working on data-intensive projects and performing ongoing responsibilities associated with the Law Department’s collections practice. Responsibilities will include developing new processes for searching, tracking and analyzing docketed and undocketed violations adjudicated by the City’s Office of Administrative Trials and Hearings; developing and implementing procedures relating to review of monthly invoices and data entry into Law Department case management system (Law Manager); oversight, analysis, preparation and review of reports relating to the collections practice; monthly transaction reporting and oversight of monthly Criminal Court processes to ensure accurate data entry; ability to analyze, track and report data available on the City’s Open Data Portal and other publicly available datasets; managing inquiries requiring data analysis; developing reports and reporting tools, including from Law Manager and Excel, and working on more detailed reports using Structured Query Language (SQL) tools; oversight of issues relating to the Law Department’s credit card system (CPRR), including processing chargebacks, researching credit card inquiries and payments using credit card processer and Department of Finance applications, oversight of monthly credit card eligibility processes, and annual Payment Card Industry (PCI) compliance; developing improved systems for tracking settlements in Law Manager; developing enhanced monthly transaction reporting; and developing systems to implement new Internal Revenue Code requirements for identifying and reporting Law Department’s judgments, orders, and settlements; preparation, maintenance, and revisions of system and procedure manuals for collection practice; working with Law Department Divisions, outside law firms and outside agencies including OATH, ECB, Department of Finance and other agencies that participate in the collections project, on data requirements, system interfaces and reporting; and other data-intensive work, as needed, for other Division attorneys outside of collections practice.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
