The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

ChildStat is a management accountability and quality improvement process that uses a unique combination of aggregate data analysis and case dialogue to drive positive outcomes for children and families. The Administration for Children’s Services (ACS) created ChildStat in 2006, modeled after the CompStat program established by the NYC Police Department in 1994. In 2017, the new and enhanced ChildStat model was launched, and ACS grew the capacity of the data analytic team in charge of producing and facilitating the ChildStat data. This team works collaboratively with the Division of Child Protection (DCP) frontline management as well as central leadership to identify new ways to make initiatives measurable and connect them to the child, family, and safety-related outcomes that are measures of progress for agency practice.

The Office of Research and Analytics (ORA) continues to build this team’s capacity to further provide and expand data literacy, zone-specific spatial analysis, and data visualization to other data-driven programs and initiatives, including Data Leaders, the CARES expansion, and DCP Collaborative Quality Improvement. The ChildStat Data Analyst will report to the Director of the ChildStat data team (CSDU) for the Office of Research and Analytics (ORA) in the Division of Policy, Planning, and Measurement, (DPPM).

Key Responsibilities will include:
- Maintain weekly and monthly updates to the CSDU-R datastore, Sharepoint data library, etc.
- Develop weekly data analysis and ad-hoc reports for follow-up topics from ChildStat (deeper dive into trends and issues that surfaced during the Childstat sessions)
- Ongoing development, refinement, and standardization for the child protection performance indicators, including the maintenance of SQL scripts for data querying
- Utilizing R, provide additional ad-hoc data requests and analysis from ACS central leadership
- Provide key insights and data patterns to inform DCP’s performance improvement plans for DCP COQI
- Support the development and validation of child protection measures for Safe Measures Dashboard
- Incorporate new databases to inform Child Protection performance indicators (ACS has several new databases that are not yet utilized to their full capacity to inform practice)
- Responsible for maintaining and validating the accuracy of data for assigned projects. If necessary, collaborate with IT/developer consultants related to UX/UI design
- Participation in vetting processes for new data systems, platforms, and/or tool development
- Drafting process briefs or summary write-ups
- Building and analyzing dashboards and other interactive reports
- Perform exploratory analysis: understanding workflow, and long-term data trends, identify new procedures to help create or track key metrics, respond to practice-related data requests and evaluate policy decisions
- Gathering insights with DCP front-line management teams who are the presenters at the CARES forum or ChildStat presentation

- Utilize the new DCP Early Alert Dashboard that tracks key indicators on a weekly basis and includes many data points


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Preferred Skills

The preferred candidate should possess the following skills and have working knowledge of the following: - Master's degree in computer science, journalism, statistics, information science, data visualization, GIS or a related field, or equivalent experience. - Excellent communication and presentation skills. - The ability to work on multiple projects efficiently, both independently and collaboratively within a team. - Adept in quantitative analysis and data visualization to see beyond the numbers and derive intuition from data for purposes in facilitating discussions on complex quantitative concepts for non-technical audiences. - Front-end web development using HTML, CSS, and JavaScript - Strong proficiency with SQL and its variation among popular databases - Cleaning and analyzing data (using R, Python, Ruby, Stata, or others) - Online mapping libraries (Mapbox, Leaflet) and experience with GIS programs such as ArcGIS or QGIS - Possess experience with workflow creation and management for transforming and processing data: direct work with data science tools such as reproducible report creation, package development, and version control. - Familiarity with database infrastructures and legacy data systems. Working in Oracle and automating analyses and authoring pipelines via SQL and R based ETL framework. - Advanced data visualization skills are critical, working knowledge of Tableau or other BI tools as well as geo-spatial analysis.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
