The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities, leveraging the City's buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually.

The Administrative Office Supplies, Emergency Logistics and Preparedness, Maintenance, and Repair Operations unit plays a critical role in managing and overseeing various contracts that supply essential goods and services across the city. This unit ensures the timely and efficient procurement of office supplies, the provision of emergency materials and resources in the event of a citywide crisis, and the coordination of maintenance and repair operations to maintain city infrastructure. By handling these diverse areas, the unit ensures that both routine and emergency needs are met, contributing to the smooth operation of city functions and the preparedness for unforeseen situations.

As a New York City Public Service Fellow in the Office of Citywide Procurement (OCP), the selected fellow will have the following responsibilities:

I. Perform procurement and financial tasks such as creating, preparing, and reviewing bid solicitation and proposal packages.

II. Conduct pre-bid conferences with prospective vendors and review vendor bids and proposals.

II. Research and make recommendations regarding vendors' and contractors' ability to provide goods and services, analyze contract requirements, budgets, and purchase orders, and analyze and implement existing contract modifications.

IV. Conduct qualitative and cost analyses to address procurement issues, gather and assess data, and use city information systems and databases to make informed procurement decisions.

V. Receive training in the policies and procedures of the Office of Citywide Procurement and respective local laws and Procurement Policy Board rules that govern the procurement of goods and services by the City of New York general. They will be trained in all applicable laws and assist with identifying, developing, and implementing contract plans for client agencies.

VI. Serve as a liaison between agency business clients and vendors.

VII. Create a more cost-effective way to acquire goods, measure user satisfaction, improve responsiveness to user requests, and increase the efficiency and effectiveness of OCP procurement processes.

VIII. Respond to inquiries and requests for information from the Mayor's Office of Contract Services (MOCS), the Office of Management and Budget (OMB), the Mayor's Office of Operations, and the Comptroller's Office on procurement and contract matters.

XI. May be included in various team projects as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited CUNY college in a major related to the work in which the fellow will be trained, and perform in the particular position.

Strong ability to work independently and as part of a team in a fast-paced environment. 6. Proficiency in Microsoft Office Suite and the ability to learn new technologies to adapt to changing information systems.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
