The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities, leveraging the City’s buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually.

MWBE Office provides guidance and procedures for agency compliance with all M/WBE procurement requirements. It monitors contractor compliance with the mandates of Local Law 129 of 2005, which created the MWBE program that established utilization goals for prime and subcontracts by sectors, gender, and ethnicity. It helped to increase the number of MWBE firms certified to participate in the City's program from 700 to over 3,000. Local Law 1 of 2013 helps strengthen and expand the MWBE program by eliminating the $1 million cap on subcontracting goals for prime contractors; sets one percentage goal for both prime and subcontractor participation; supports goals for all ethnicities and women in all industries; establishes dual certification for WBEs; eliminates goals for goods over $100k; and now includes goals for standard services.

As a New York City Public Service Fellow in the Office of Citywide Procurement (OCP), the selected fellow will have the following responsibilities:

I. Ensure compliance with NYC Procurement Policy Board Rules, Chapter 13 of the NYC Charter, and M/WBE Program requirements.

II. Collect, analyze, and report on M/WBE compliance and outreach data.

III. Develop and maintain reports, charts, and presentations to support M/WBE utilization goals.

IV. Prepare for audits by maintaining contract records and responding to audit requests.

V. Assist in developing and tracking the agency’s annual M/WBE utilization and procurement plans.

VI. Review contract/vendor documents for M/WBE compliance and provide recommendations.

VII. Attend networking events to build relationships with M/WBE stakeholders.

VIII. Stay updated on procurement-related guidance and regulations.

IX. Serve as M/WBE liaison, organizing program documentation and ensuring that all goals are achieved.

X. Participate in Pre-Bid and Pre-Proposal conferences to communicate M/WBE requirements.

XI. May be included in various team projects as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited CUNY college in a major related to the work in which the fellow will be trained, and perform in the particular position.

Proficiency in Microsoft Office Suite and the ability to learn new technologies to adapt to changing information systems.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
