DCAS Human Capital (HC) is responsible for maintaining the Civil Service system for the City of New York. HC recruits and identifies the best-qualified candidates for City employment, administers Civil Service exams for positions and provides City agencies with a qualified pool of candidates to fill their hiring needs in a manner consistent with the State Constitution, Civil Service Law and laws governing equal employment opportunity. In addition, HC develops and interprets Citywide policies and programs; develops and conducts professional development and employee training programs; and oversees the City's provisional compliance, among other critical functions.
The Office of Citywide Recruitment conducts extensive outreach to educate the public and current city employees on Civil Service career opportunities, advises agencies on large scale recruitment strategies, and manages the New York State 55-a Program, a diversity and Inclusion program that allows qualified individuals with disabilities to be hired into competitive class positions without need to take and pass a civil service exam.
DCAS HC seeks to engage one (1) Civil Service Pathways Fellow (CSPF) for the Office of Citywide Recruitment to serve as a Citywide Inclusive Recruitment Associate. The Citywide Inclusive Recruitment Associate will perform work related, but not limited, to the following:
- Perform core administrative tasks including data entry, drafting and proofreading correspondence, answering phone and email inquiries, and preparing and managing spreadsheets.
- Assist the office in developing and implementing strategic outreach plans and best practices for engaging diverse candidates.
- Assist with the coordination of Citywide recruitment events and workshops.
- Attend and participate in job fairs and recruitment events virtually and across all five boroughs.
- Research and propose various recruitment methods and strategies based on the hiring needs of the city.
- Partner with internal IT and Communications team to promote recruitment activities on our website and a monthly newsletter.
- Perform outreach to job seekers and community partners to promote City jobs and recruitment events.
- Draft and issue job fair events-related surveys, analyze data and report findings.
- Perform additional ad hoc duties.

1. A baccalaureate degree from an accredited CUNY college in a major related to the work in which the fellow will be trained, and perform in the particular position.
- Proficiency in the Microsoft Office suite, especially Excel, Word, PowerPoint, OneDrive, Teams, and Outlook - Ability to analyze and manage data using applications such as Excel - Ability to follow and create process flows, procedures, and policies - Ability to quickly learn new systems, applications, and tools - Experience and ability to work independently and collaboratively to ensure priorities meet deadlines - Strong desire to work with diverse groups of people and strong interpersonal skills - Effective communication skills (listening, written, visual, and verbal) - Ability to handle sensitive situations and maintain a high degree of confidentiality - Strong time management skills - Strong attention to detail
