The New York Department of Citywide Administrative Services (DCAS) seeks an experienced, talented Developer, with strong web-based enterprise applications and systems administration experience to join the Real Estate Management System (REMS) project within the Information Technology line of service. DCAS acts as the real estate arm for the City of New York. The role of I.T. Business Support is to assist the Real Estate Services group with their technological needs. DCAS currently maintains a real estate database with information on over 140,000 unique properties with many years of data regarding real estate acquisitions and dispositions; lease administrations; lease negotiations; project management; land use reviews; and deed restrictions.

Under the IT leadership, the CRM/.Net Developer will assist with the completion and maintenance of a new space management system that will replace current aging homegrown applications. In this role, the CRM/.Net Developer will focus on the development of any CRM/.net solutions that may be required to supplement out of the box functionality, Analytics. The developer will be part of the space management systems project team to develop integrated solutions that meet real estate and space management business needs and replace real estate mainframe applications. This role requires customer focus, a deep understanding CRM dynamic and .net development and a good level of technical proficiency.

The New York Department of Citywide Administrative Services (DCAS) seeks an experienced, talented .Net/CRM developer, with strong web-based enterprise applications and systems administration experience to join the Information Technology line of service. Under the IT leadership, the REMS project will support the transformation of various real estate management processes with the user of new state-of-the-art applications leveraging CRM Dynamics, SharePoint, and Power Bi technology. In this role, the developer will focus on the implementation and maintenance of mostly out-of-the-box web-based applications CRM dynamics, and SharePoint technology. The developer will work with key stakeholders and management staff to help shape and develop CRM Dynamics functionality with a key focus on out-of-the-box functionality. This role requires customer focus, a deep understanding of the products or similar ERP systems, excellent written and verbal communication skills, and a good level of technical proficiency.

Responsibilities include but are not limited to:

- Work with vendors and members of the team to design, develop, configure and deploy necessary custom integrated technical solutions.

- Develop integrated application products, features, and enhancements.

- Demonstrate ability to effectively recommend solutions via configuration.

- Work with key stakeholders, and technical teams to develop sound, effective solutions that meet business needs.

- Perform end-to-end testing of the application, including any server components with which the app might interface.

- Provide support to the business development team and third-level user support.

- Act as a subject matter expert for Application Implementation.

- Provide system maintenance, configuration, administration analysis and reporting services.

- Assist in the development of business process documents, implementation plans and user support process.

- Provide analysis and reporting tools and support.


Minimum Qualifications

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.


Preferred Skills

- 2+ years of experience in Dynamic CRM customization, configurations, and deployment. - Experience in building and maintaining CRM Plugins, power automate flows and actions. - 5+ years of designing, building, and deploying enterprise applications using .Net (MVC, Entity Framework). - 5+ years development experience in relational databases such as SQL server, Azure SQL, SQlite or any NoSQL databases. - Experience using JavaScript, Angular, jQuery or similar technologies. - Experience building Web APIs and Web services. - Familiarity with RESTful APIs to connect applications and services. - Experience in web technologies such as CSS, HTML, Bootstrap and UI/UX standards. - Collaborate with a team to define, design, and ship new features. - Write Unit and UI tests to identify bugs and performance issue. - Experience deploying and supporting of production applications. - Working knowledge of authentication protocols, methods, and cyber security standards. - Excellent Knowledge of design patterns and solid principles. - Strong analytical and problem-solving skills. - Excellent communication and collaboration skills. - Agile/Scrum development practices. - Familiarity with Azure SQL, Power BI, Azure Factories. - Familiarity with continuous integration and Azure DevOps. - Experience in SQL Server Data Tool SSIS and SSRS.
