The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Office of Child Trafficking Prevention and Policy (OCTPP) coordinates all aspects of ACS’ policy and practice concerning children involved in human trafficking and commercial sexual exploitation. OCTPP administrates grants received by ACS for work with commercially sexually exploited children, develops and implements trainings on child trafficking, develops and distributes trafficking prevention resources. OCTPP also provides guidance and resource referrals to ACS and contract agency staff working with trafficked and/or exploited children, provides a variety of group work models directly to trafficked and at-risk youth, manages the NYC Child Tattoo Eradication Project, and provides support and technical assistance for individual trafficked youth cases. OCTPP provides groupwork services and 1:1 counseling to youth at residentials and group homes. OCTPP also focuses upon data collection, tracking and analysis from multiple e-mailboxes and a variety of other inputs. The Child Trafficking Child Protective Specialist Supervisor I will assist in focused areas of the unit’s work with an emphasis on individual cases.
The Child Trafficking Child Protective Specialist Supervisor I position will require, but not be limited to, the following: primary focus:
- Case follow ups to assess whether services were provided to children, whether provided services were sufficient and/or successful, and if not, why not. Case follow ups will every six months or sooner occur for all children identified to OCTPP. Case follow ups will involve research through Connections and other databases, communication with case managers, case planners, social workers and other relevant parties and tracking results in a provided Excel workbook. Case follow ups will be done directly by the CPSS I, or in coordination with selected team members or through possible supervision of CPS level staff. Additionally, the CPSS I will at times:
- Review assessments, participate in conferences, engage resources and assist with safety plan development for trafficked youth.
- Consult with trafficking liaisons at agencies to discuss trends and red flags, identify potential supports and connect with appropriate programs based on youth individual need.
- Directly engage and motivate trafficked youth through psychoeducational awareness development, group work facilitation and individual counseling sessions.
- Work in coordination with other internal ACS offices (IPAS-CW, Missing Children’s Outreach Unit, MHCU and Investigative Consultation Program) and divisions Respond to inquiries and requests sent to OCTPP’s four electronic mailboxes
- Provide training to staff and youth using specified models
- Participate in event planning and production
- Provide technical assistance, including with Child Trafficking Database (CTDB) guidance and issue troubleshooting - Offer guidance in assessing trafficking indicators (including providing Child Trafficking Database guidance and training)
1. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, at least 12 of which must have been in one of these disciplines; 30 semester credits toward a Masters of Social Work degree or toward a graduate degree in a related field; plus eighteen months of child protective casework experience.
Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities is or has been the subject of a child abuse and maltreatment report.
The selected candidate should possess the following skills: - Completion of a Master of Social Work degree or similar Master's degree and/or licensure as a Licensed Master Social Worker (LMSW) or a licensed Clinical Social Worker (LCSW) - In-depth knowledge of Microsoft Word, PowerPoint and especially Excel - Ability to search the Internet for requested topics and resources - Ability to use CNNX and LTS - Flexibility and an open mind
