This position is based in the Mayor’s Office of Risk Management and Compliance (MoRMC), which was created by Mayor Eric Adams to assist City agencies in assessing their operational, financial and compliance risks, addressing waste and mismanagement, and improving the effectiveness of City operations. MoRMC works on Citywide projects and directly with individual City agencies to help them create and enhance risk management and compliance programs and develop tools that will enable them to flag programmatic and operational risks.

Counsel for Audit, Risk Management and Compliance, reporting to the Director, is responsible for providing legal and operational analysis related to in all areas of MoRMC’s portfolio, which includes: identifying financial, operational, integrity and reputational risks; developing and strengthening programs to mitigate risks; identifying potential significant monetary losses and/or failures to achieve program objectives; supporting agency internal audits; establishing internal audit standards; acting as liaison between City agencies and external auditors conducting performance audits; tracking implementation of audit recommendations; referring matters to other governmental bodies, including the New York City Department of Investigation and the NYC Law Department; and providing guidance to and coordinating with the Mayor's Office of Municipal Services Assessment.

the Mayor’s Office of Risk Management and Compliance (MoRMC), is recruiting for one (1) Executive Agency Counsel, M-V to function as a Counsel, Mayor’s Office of Audit, Risk Management and Compliance who will:

- Provide legal analysis and appropriate guidance to MoRMC staff, agency employees, and senior City executives in all areas of MoRMC’s portfolio, including City operations, procurement, contract management, and internal and external audits.

- Evaluate standards and guidelines related to audits and assisting City agencies in the establishment of best audit practices throughout City government.

- Identify trends and common concerns across City agencies that emerge from audits, investigations, other inquiries, and MoRMC’s work; and helping agencies develop appropriate responses, including plans to implement.

- Communicate with executives in City agencies and the Mayor’s Office concerning significant risk areas, compliance issues, and other programmatic and legal concerns that are identified in audits, investigations, and other inquiries.

- Lead and coordinating key projects (agency, inter-agency and otherwise) that identify and assess (1) the probability and severity of risks, including compliance issues, that potentially affect essential city services, operations, and assets, including those that involve multiple agencies; and (2) opportunities for improvement.

- Provide briefings to the Mayor, the Chief Counsel to the Mayor and City Hall, and other senior staff on critical issues and recommendations;

- Coordinate efforts with the Mayor’s Office of Municipal Services Assessment on specific projects, and providing related legal analysis and appropriate guidance as needed;

- Provide direct support on selected engagements and overseeing special projects, as necessary.


Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

- The successful candidate must possess the maturity, discretion, and judgment necessary to lead, manage, and carry out projects and engagements that involve myriad sensitive and confidential matters, and advising public servants at all levels. - Strong organizational, analytical, interpersonal/collaborative, time-management, multi-tasking and writing skills, including the ability to problem solve, take initiative, prioritize duties, work independently and within a team environment, with a commitment to follow-up and detail. - Expert writing and analytical skills - A temperament suitable to work in and support the management of a small, collegial office. - Prior government experience, especially in the capacity of an oversight agency. - Advanced proficiency with Microsoft Office Suite
