Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. Under the direction of the Assistant Director for Conversions within the Public Housing Tenancy Operations department (“PHTO”), the Conversion Coordinator will manage PHTO activities for assigned developments where tenants will be converting from Public Housing to Project-Based Section 8 as part of Permanent Affordability Commitment Together (PACT) or Preservation Trust (Trust) programs.

Primary Responsibilities

Reporting to the Assistant Director of Conversions, the responsibilities of the Conversion Coordinator will include, but are not limited to the following:

- Coordinate and manage all aspects of tenancy conversion activities for assigned developments, including related tasks assigned to other team members.
- Work closely with Property Management staff to ensure timely completion and/or resolution of PACT/Trust conversion activities, guide development staff on priorities, processes and procedures.
- Train development staff on reporting, dashboards, conversion processes and related matters.
- Communicate with and respond to inquiries; conduct research and analyze tenancy issues; provide support to various departments.
- Communicate with and respond to requests from internal and external stakeholders
- Collect and review of Pathway to Authorization Pilot program applications to ensure program criteria are met for eligibility review.
- Prepare evaluation reports, analyze documents, and track programs concerning the resolution of tenancy-related issues.
- Update and maintain conversion checklists and reporting.
- Represent department at conversion meetings.
- Travel to PACT/Trust developments throughout NYCHA’s portfolio to meet with, assist, train and/or guide development staff and to help them troubleshoot issues.
- Help research and prepare case summaries, development status snapshots and updates, executive summaries, and presentations.
- Help assess and prepare internal processes and tools that can assist property management or other stakeholders with their work.
- Special projects as assigned.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Assistant Housing Manager to be considered.
2. This position is open on a direct transfer (lateral) basis only. It is not open as a promotional opportunity.

ASSISTANT HOUSING MANAGER (HA) - 80205


Minimum Qualifications


1. A baccalaureate degree from an accredited college, and one year of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or

2. A four -year high school diploma or its educational equivalent, and five years of the full-time satisfactory experience as described in "1" above; or

3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full time satisfactory experience. However, all candidates must have a four year high school diploma or its educational equivalent.


Preferred Skills


- Strong knowledge of Public Housing Tenancy policies, procedures and operations. - Intermediate Microsoft Excel, PowerPoint, and Word skills. - Ability to navigate various online databases and conduct independent, thorough tenancy research. - Ability to communicate clearly and concisely, both verbally and in writing. - Excellent organization, detail-orientation and follow-up skills. - Ability to proactively and independently monitor projects, caseload and related deliverables good judgement on when to escalate issues and/or how to troubleshoot. - Ability to productively engage development staff and other stakeholders. - Energetic, professional and resourceful.
