Job Description

Major Responsibilities
- Under general direction with latitude for independent judgment, review proposed procurement actions for compliance with relevant procurement laws and policies for the Capital Projects Division including the Procurement Policy Board rules and Local Law 1 of 2013.
- Solicit, review, and prepare award and registration documents for construction and construction-related services under general direction and oversight from the Agency Chief Contracting Officer, Deputy ACCO, and the Director of Contracts.
- Draft and process pre-solicitation reports, requests for bids or proposals, award recommendations, accounting documents, and registration submissions using PASSPort, FMS (the city’s financial management system), Parks’ proprietary capital project database, and Microsoft Office software.
- Review proposals and vendor background information and assist management in determining bid responsiveness, vendor responsibility, and award pursuant to the PPB rules and other rules and policies.
- Conduct bid openings and assist with evaluations of bids, proposals, and contract amendments.
- Work collaboratively with vendors, oversight agencies, and technical support staff to efficiently conduct procurements including solicitation, award, contract execution and registration.
- Coordinate procurements with budget and project management staff. Track procurements and prepare status reports. Coordinate work of cross-departmental and/or cross-agency teams to ensure project objectives are achieved and timelines met.
- Serve as a liaison with the Mayor’s Office of Contract Services (MOCS), the NYC Comptroller’s Office and other oversight agencies as necessary to solicit, award, and register capital contracts as required.
- Provide status updates on assigned procurements to senior management and assist with procurements assigned to other teammates as requested.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Ability to multi-task in a fast-paced environment, prioritize among competing needs and respond quickly to requests for information. 4. Excellent computer and organizational skills proficiency in Microsoft Word and Excel. 5. Experience with the FMS, Procurement Policy Board Rules, PASSPort and/or the procurement process. 6. Comfort interfacing with senior officials and management.
