The Bureau of Procurement and Fiscal Services mission is to provide comprehensive purchasing and fiscal management for the agency. The services offered by the bureau include procurement administration, grants management, disbursement management, payment review, City tax levy budget coordination, capital project accounting, contracts administration as well as other related activities.
The Fire Department seeks a Contract Analyst in the Bureau of Fiscal Services Contract Unit. The successful candidate will evaluate vendor task order proposal and supporting documentation to determine alignment with contract specification and price schedules; coordinate with units who work directly with vendors, the majority of whom are in construction; liase with vendors to correct supporting documentation; enter task order data in to the Financial ManagementSystem; prepare documentation for Comptroller review of task order packages, support registration of large scale contracts by conducting research and background checks on potential contractors; create documents for contract packages reviewed by the Comptroller; track the financial status of contracts; track insurance documentation required by contractors; work with accounts payable to align contract and task order financials with payment requirements. Assist in the development of bids, proposals, and contracts. Manage, prepare, and submit all necessary documentation to oversight agencies. Schedule vendor meetings, compile and distribute solicitation or contract related correspondence. Tabulate proposal evaluations, coordinate vendor presentation schedules. Manage and prepare various contracts, participate in negotiation with vendors and notify vendors to commence work. Coordinate submissions to comply with prevailing wage requirements; review applicable provisions of the EPP requirements for the City Green purchasing program for existing and new contracts; track date and update Mayor's Management Report; track construction apprenticeship and PLA requirements; review labor submissions and maintain a comprehensive formal contract database.
**Appointments are subject to Office of Management and Budget (OMB) approval.
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
Excellent writing and Communication skills Knowledge of the City procurement processes and PPB Rules Knowledge of the City PASSport and FMS systems
