The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. We facilitate compliant development with integrity, efficiency, and professionalism. The Department seeks an exceptional procurement professional, who is highly motivated and detail oriented, to serve as Contracting Officer. The successful candidate will have worked in a fast paced, complex agency and have extensive experience in managing City procurements. Duties include:
- Preparing specifications for various solicitation methods utilizing expense and capital funds
- Create track and upkeep M/WBE participation tracker
- Modify and distribute MOCS M/WBE utilization reports for review by the Commissioner, Deputy Commissioner and Chief Diversity Officer
- Prepares contracts agreements for highly specialized goods and service contracts and Non-Competitive Small Purchases (NCSP) (this procurement process aligns with the process of larger contract processes)
- Performs background investigation on vendors utilizing CLEAR
- Negotiates with vendors for price reduction where applicable.
- Preforms extensive market research for procurement request that involve specialized services
- Conducts vendors responsive checks prior to contract award
- Performs Responsibility Determinations
- Provides technical expertise to contractors as their contract moves through the procurement process in Passport
- Completes agency audits and fiscal documents required from agency oversites, to ensure contract compliance
- Track all of Procurement MWBE expenditures and expenditures made by Prime Contractors to M/WBE Sub-Contractors to ensure adherence to goals set for each contract
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

PROCUREMENT ANALYST - 12158
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
The Contracting Officer must have: - Demonstrated understanding and working knowledge of the NYC Procurement Policy Board (PPB) Rules. - Mastery of the Responsibility Determination process - Exceptional organizational, and analytical skills - Superior oral and written communication and negotiation skills - Strong desk top computer application knowledge and skills. - Ability to manage a wide range of projects simultaneously in a fast-paced environment - Working knowledge of FMS, DMSS, APT, and PASSport
