The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.
The Healthy Home Unit, reporting to the Senior Vice President for Healthy Homes, oversees operationalizing environmental hazard compliance efforts. The Office of Mold Assessment and Remediation (OMAR) is a Healthy Homes Unit responsible for overseeing operational response to mold, leaks and excessive moisture in NYCHA’s developments, managing ventilation improvement work, implementing process improvement, developing quality assurance process and overseeing 3rd party mold assessor, re-mediator and ventilation contracts. In additional, OMAR works closely with the Baez Plaintiffs, Special Master, Independent Mold Analyst, Independent Data Analyst and HUD Monitor as it pertains to NYCHA’s efforts to remediate mold and leak conditions and prevent their recurrence.
The responsibilities of the position include but are not limited to:
1. Prepare Task Order package for OMB and or Comptroller’s Office Audit.
2. Primary liaison with Department of Financial Planning and Analysis on this Project.
3. Formulate documents for funding increase and contract term extension.
4. Review Vendor’s proposals and performance reports to ensure compliance with the agency’s requirements and federal/state/city Guidelines.
5. Monitor Vendor’s performance to ensure regulatory and contract compliance.
6. Manage Vendor’s task orders, budgets, administrative and compliance requirements.
7. Review Statistical and other technical data submitted by vendor.
8. Prepare summary analysis of Vendor’s performance.
9. Meet with Department’s upper Management team to discuss Vendor’s performance.
10. Manage a contract of significant size and complexity.

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
3. Education and or experience equivalent to “1" or “2" above.
1. Familiar with the Rules of the Procurement Policy Board, Mayoral policies and procedures and procurement related laws, rules and regulation. 2. Knowledge of Oracle Financial System
