The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

Under the direct supervision of the DACCO, the selected candidate will manage DOC procurements governed by the City Charter and the City Procurement Policy Board (PPB) Rules. Specifically, the selected candidate will be responsible for all aspects of a significant portfolio of actions, from development and solicitation of goods and services, through vendor selection to oversight approval and registration. Specific responsibilities include but are not limited to:

- Process the purchasing of goods & services & construction - related services to
ensure that services are procured in a timely manner to meet the goals & objectives of
the agency;
- Review of procurement documents verifying descriptions & specifications for accuracy
& adequacy ensuring conformity & oversight compliance;
- Prepare encumbrances, purchase orders, and requisitions in compliance with Procurement
Policy Board Rules and Chapter 13 of the NYC Charter & applicable oversights;
- Consult with appropriate agency staff to address inconsistencies/discrepancies in
procurement documents;
- Examine relevant publications, internet and various sources to become familiar with industry/market
conditions;
- Perform contracting functions in FMS, PASSPort, PIP, and other City information systems
- Prepare contracts for registration, including conducting responsibility determinations, ensuring vendor
registration in required data systems, coordinating contract execution, and securing required approvals
form as needed
- Maintain and update procurement status reports on internal database

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or

2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or

3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
