The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.
MOCJ is seeking an exceptional procurement professional to serve as the Contract Manger assisting the Deputy Agency Chief Contracting Officer (DACCO) in managing contract actions. The successful candidate will have worked in a fast-paced environment and have extensive experience in managing City procurements, including reviewing, approving. Candidates should be highly motivated and should be able to retain and communicate the big picture without compromising a detail orientation. The Contract Manger will report directly to the DACCO. Duties will include but are not limited to:
The Contract Manager, under the supervision of the Deputy Agency Chief Contracting Officer, manages a number of criminal justice contracts with non-profit organizations that provide services to New Yorkers in support of our mission. Among the tasks the Senior Contract Analyst will need to execute are:
- Manager staff responsible for processing criminal justice contracts with non-profit organizations to assure that each vendor is meeting contractual services and performance goals. Candidates will be expected to have strong organizational skills to track vendor performance over the course of the contract term including, but not limited to, reviewing programmatic and fiscal reports, reviewing budgets and invoices and providing technical support to vendors;
- Processing procurements from inception to reviewing invoices. This entails assuring adherence to the City’s Procurement Policy Board rules, creating proper documentation, and registering procurements with the New York City Comptroller’s Office
- Completing detailed performance reports for oversight agencies, such as the Mayor’s Office of Contract Services
- Auditing and processing monthly performance invoices, which requires a comprehensive understanding of contract provisions to assure the propriety of a given invoice
- Manage cross-agency programs through contract negotiations, scope drafting, budget setup, and contract management, and reviewing invoices.
- Serve as the prime liaison between the contracts and fiscal unit Ensure adherence to MOCJ Fiscal Manual, Standard Health and Human Services Invoice Review Policy and City of New York Health and Human Services Cost Policies and Procedures Manual.
- Consult with the Agency Chief Contracting Officer regarding fiscal procedures and budget analysis
- Develop an expertise in new project development and create guides and educational material for other contract analyst.

A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE CONTRACT SPECIALIST The successful candidate must have a broad range of skills, but above all, they must be curious, flexible thinkers who love learning new things and tackling challenges on a daily basis. In addition, the preferred candidate should possess the following: - A BA required. A JD or a Master’s degree in a social science discipline or relevant discipline preferred. - Three years of experience with relevant experience (or one year with Mayor’s office) and a demonstrated interest in criminal justice. - Ability to balance competing priorities, complex situation and tight deadlines ability to think outside of the box and develop novel strategies for analysis ability to work independently in a fast-paced environment ability work comfortably with a wide variety of people at different levels within the organization. - Excellent written and verbal communication skills, with the ability to present data and research projects. - Prior experience in procurement preferred.
