The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. The New York City Administration for Children’s Services of Office of Information Technology (OIT) department has the responsibility to provide high quality, reliable, sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies.

Reporting to the Director of IT Contracts within the Office of Information Technology, with latitude for independent initiative, judgment and decision-making, the Admin Procurement Analyst will be responsible for overseeing and managing pre-solicitation review activities and ensuring that technical specifications are in compliance with applicable regulations. The role will involve interaction with local and national IT vendor community and inter-governmental agencies such as OTI, OMB, LAW, Comptroller, MOCS etc.

This role requires a candidate that can efficiently handle extensive research needs and provide recommendations to impacted program areas. The workload is highly process-driven requiring the candidate to be extremely detail oriented. The Contract Manager responsibilities will include but are not limited to:

- Examine and approve contract provisions to ensure it follows agency requirements.
- Assist with cost proposals and Request for Proposal (RFP) requirements.
- Evaluate solicitation documents and ensure technical specifications are in compliance and clearly understood by vendors and contractors.
- Assist with making recommendations for contracts, changes, and time extensions on contracts.
- Prepare proposal packages for prospective vendors and evaluate responses. Manages investigations pertaining to vendor responsibility decisions as well as vendor and product performance.
- Analyze bids and proposals and ensure that the specifications of binding agreements with vendors comply with ACS’s policies.
- Develop and implement procedures for contract management and administration in compliance with ACS’s policy.
- Maintain contractual records and documentation such as contractual changes, vendor information sheets and documentation for all projects.
- Oversee and execute contract close-outs, extensions, and renewals.
- Monitor, analyze and report on expenditures, variances and trends on IT’s contracts and inter-agency agreements.
- Monitor performance, funding, and payments on assigned contracts.
- Prepare, issue, and monitor purchase orders for all IT vendors.
- Monitor and review staff’s work to ensure it follows the set rules and policies.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.


Preferred Skills

The preferred candidate should possess the following: - Excellent interpersonal, communications, presentation, and superior writing skills. - Knowledge of the IT systems development life cycle. - Familiarity with IT project management and quality assurance methodologies. - Knowledge of City procurement rules and procedures including the Procurement Policy Board Rules. - Understanding of business contracts and familiarity with NYC agency operations and oversight function. - Experience in contract administration, financial management or procurement. - Experience with information technology and professional services contracts. - Exceptional knowledge and proficient use of Microsoft Office programs such as Excel, Access, Word, PowerPoint, Visio, and Project Management software. - Ability to multitask and meet tight deadlines.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
