The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining, and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.
The successful candidate will serve as a Contract Manager as a member of the Citywide Contracts ITCS team within the Management and Budget division.
Responsibilities will include:
- Monitor and conduct information technology procurements for OTI and City agencies for ITCS and MWBE professional services;
- Assist in the review and development of specifications;
- Oversee vendor selection, evaluation and contract award;
- Participate in contract negotiations;
- Update procurement data collection systems;
- Initiate change orders, renewals and extensions as required;
- Provide assistance to OTI and other City agencies in coordinating their contract needs;
- Serve as a resource to City agencies and vendors on OTI ITCS service offerings, interact with oversight agencies, other City agencies and vendors; and
- Perform other related duties as required.
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
The preferred candidate should possess the following: - Detailed knowledge of procurement rules and procedures including the Procurement Policy Board Rules - Experience with information technology and professional services contracts - Familiarity with the IT systems development life cycle, IT project management and quality assurance - Proficient use of word processing, spread sheets and vendor information systems - Organized, flexible and the ability to handle multiple tasks simultaneously under tight deadlines - Excellent interpersonal, communications, presentation, and superior writing skills - Team player who works well with technical and non-technical resources and ability to make decisions independently - Experience in FMS and PASSport and previous use of OTI Citywide Contract.
