Customized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health conditions reach their highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and supportive services. CAS works with other components of HRA and with other governmental and non-governmental service provides to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity.

The Office of Contracts, Finance & Management Planning is responsible for the development, procurement and management of CAS's contracts and grants and overseeing CAS's budget, fiscal and management planning program monitoring, and analysis activities. It assures that CAS human service contracts provide high quality clinical and support services that are closely integrated with other HRA program areas.

CAS has a portfolio of multiply contracts which total approximately $70m per fiscal year. These contracts are for clinical and support services programs that help individuals and families served by HRA to maximize their level of functioning through assisting clients in obtaining federal disability benefits or employment by providing assessment, case management, wellness planning, rehabilitation services, job placement and retention services, substance use assessment and referral to treatment and application assistance with the federal disability application and appeals processes as appropriate.

Under the general direction of the Director of the Office of Contracts, Finance and Management Planning, the Division Director is responsible for all aspects of the contract and procurement process within Customized Assistance Services (CAS) beginning with the development of Requests for Proposals, the pre-bidder's conference, the preparation, negotiation and finalization of contracts, including the development of contract budgets and associated documentation. The individual is also responsible for the development of contract evaluation and monitoring materials including vendor evaluations. The position assists in contract negotiation and processing activities and coordinates with program areas within CAS, the Office of Legal Affairs, the ACCO and vendors.


Customized Assistance Services (CAS) is recruiting for one (1) Administrative Contract Specialist, NMI to serve as a Contract Development Manager in CAS’ Office of Contract, Finance & Management Planning, who will:

- Perform all aspects of CAS's procurement and contract development and evaluation

activities.

- Review CAS's programmatic activities including direct services and contracted services making determinations and recommendations regarding the need and type of services required to reduce costs, improve efficiency, and meet programmatic needs as well as municipal, state, and federal mandates.

- Interact with all levels of CAS management to address policy issues and overall agency needs with respect to the acquisition of contracted services and budget considerations.

- Interact with high level City and State staff and officials as well as with the leadership of contract agencies.

- Work closely with management information staff to assure that the data systems supporting Customized Assistance Services contractual activities are fully consistent with operational requirements.

Salary Range: $ 58,700 - $99,457

Work Location: 150 Greenwich Street 30th Floor New York, NY 10007

Hours/Schedule: 9:00am-17:00pm (Flexible)


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or

2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or

3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.


Preferred Skills

- Advanced proficiency and knowledge of various systems such as PassPort, Financial Management System (FMS), Microsoft Office applications - Experience working with internal and external partners including contracted providers - Experience with fiscal-related activities and contract management - Ability to assess impact of policies and procedures and plan proactively to ensure systems can efficiently support initiatives - Strong communication skills and staff training

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
