NYCHA’s Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Capital Programs, Recovery & Resilience and Comprehensive Modernization departments. This includes a $4.5 billion capital program, one of the largest in NY State. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.
Strategic Services comprises of five teams who provide key business services and drive operational excellence across A&CM. Core functions of Strategic Services include capital planning and financial administration; supporting business departments to apply best-practice project management and project controls frameworks; provide strategic vendor and contract management services; provide business intelligence and lead business operations services across A&CM.
Position Description
The Contract Coordinator coordinates activities related to every phase of contract development, monitors contract compliance, and recommends improvements to optimize procurement processes. Reporting directly to the Deputy Director for Contract Administration, the duties and responsibilities include, but are not limited to, the following:
- Assist in the preparation of contract documents required for procurement, including Requests for Proposals (RFPs), and Requests for Quotes (RFQs) in collaboration with divisional
leadership, architectural and engineering, and project management staff, to solicit professional services and capital construction vendors in support of executing capital improvement projects
across NYCHA’s portfolio.
- Coordinate and gather all relevant information and data required for job specifications and project scopes from project management staff.
- Liaise and collaborate with Procurement and Law Department staff to ensure that technical specifications comply with applicable regulations and are clearly understood by vendors and
contractors in the issuance of competitive BIDs.
- Provide coordination support to Architectural and Engineering Services and Project Management staff on the issuance of mini solicitations for professional services “indefinite delivery,
indefinite quantity” (IDIQ) contracts, and conduct complex analyses of task order packages associated with the master service agreements.
- Confer with, consult, and advise department heads on problems relating to the procurement of services; provide an authoritative interpretation of complex problems.
- Make recommendations on the development of policies and procedures for the administration of contracts for the Asset and Capital Management Division.
- In the absence of the Deputy Director, serves as liaison to other government agencies and jurisdictions, vendors, and others to assist in the resolution of various problems; may represent the
Department in meetings with representatives of such groups and jurisdictions.

3. Candidates with permanent civil service status in the title of Associate Contract Specialist will also be considered.

1. A baccalaureate degree from an accredited college or university and two years of full-time, satisfactory professional experience in planning, analysis, coordination and/or development of housing projects or programs; or
2. Graduate study from an accredited college or university in the field of urban studies, city planning, real estate development, public administration, public policy, finance, community organization, architecture, or urban design, may be substituted for up to one year of the required experience on the basis of 30 credits for one year.
However, all candidates must have at least a baccalaureate degree and one year of the experience described in "1" above.
1. Prior Public or Affordable Housing, or other government agency and intergovernmental coordination experience is preferred. Knowledge of the U.S. Department of Housing and Urban Development, New York State, and City regulations is a strong plus. 2. Strong communication and organizational skills: present ideas effectively, both orally and in writing, and have a proven track record of managing multiple projects simultaneously. 3. Strong technology skills: can perform complex Excel functions, Microsoft Office Suite, and data analytics tools are required. Experience manipulating large datasets. 4. Strong attention to detail: proofreading and editing skills. Can perform quality assurance and compliance checks.
