The Office of Procurement (OoP) plays a crucial role in facilitating the acquisition of services and goods through a range of procurement methods, including micro purchases, small purchases, and Request for Proposals. OoP works closely with the relevant units of the Department for the Aging, as well as important partners such as the Mayor's Office of Contract Services, the Office of Management and Budget, and the Comptroller's Office, to ensure efficient and effective contract actions. By maintaining strong collaborations, OoP strives to streamline the process, achieve timely and successful contract registrations, and help the NYC Aging continue providing the vital services to Older Adults of the City of New York.
The Office of Procurement seeks a highly motivated individual to serve as an Administrative Procurement Analyst under supervision of the Deputy Agency Chief Contracting Officer, with latitude for independent work, the selected candidate will perform extensive Procurement duties for the Department for the Aging (NYC Aging) in providing essential community services to the older adults of New York. The duties will include but not be limited to:
- Utilizing Agency and Citywide systems (PASSPort, FMS, etc.) in the processing and approval of procurement actions, including Purchasing Requisitions, Responsibility Determinations, Pre-Solicitation Reports, contract awards, renewals, amendments, and discretionary contracts.
- Maintaining a portfolio of multiple contract actions in compliance with parameters established by the NYC Procurement Policy Board, NYC Comptroller, Office of Management and Budget, and the Mayor's Office of Contract Services.
- Completing tasks and reviewing documents in the PASSPort procurement portal accurately and in a timely manner for new awards, renewal contracts, amendments, and discretionary contracts.
- Conducting vendor reviews to assess the responsibility of awarded contractors, identifying and following up on any pertinent adverse information.
- Coordinating the procurement processes such as Small Purchases, Micro-Purchases, Competitive Sealed Bids, and Consultant contracts.
- Promoting the increased utilization of City-Certified M/WBE vendors and support Mayoral and other initiatives related to procurement.
- Providing technical support to vendors, offering timely and accurate responses to inquiries and feedback.
- Collaborating with internal and external stakeholders at all levels to ensure successful coordination of the procurement process.
- Preparing and submitting required procurement documents and contract packages to the NYC Comptroller for registration via PASSPort and/or hard copy.
- Assisting with special contract projects as assigned by the ACCO or Unit Supervisors.
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
- Strong computer skills and Microsoft Excel skills. - Ability to use independent judgment in resolving discrepancies and inquires. - Excellent written, oral, and interpersonal communication abilities preferred. - Possess the ability to communicate clearly, accurately, and concisely. - Organized and exceptionally detailed-orientated individual preferred. - Ability to understanding and possess working knowledge of the NYC Procurement Police Board (PPB) Rules. - Ability to manage a wide range of projects simultaneously in a fast-paced environment.
