Job Description

About the Office:
The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.

About the Role:
The Indigent Defense Program at MOCJ oversees the disbursement of City and State funding to support criminal indigent defense in New York City. The Indigent Defense Program contracts with legal service organizations to provide trial-level and appellate legal representation to criminal defendants and certain Family Court respondents or other adult parties who cannot afford to pay for their own lawyers. The portfolio primarily uses procurement to effectuate policy and provide access to criminal legal counsel (attorneys) for all New Yorkers.

The Mayor’s Office of Criminal Justice executes its mandate through a diverse array of projects that span government agencies at the city, state and federal levels and may include non-profits, foundations, community groups and others. The office seeks a talented Contract Analyst to manage a number of NYS Office of Indigent Legal Services (ILS) funded Indigent Defense contracts with non-profit organizations. Under the supervision of the Agency Chief Contracting Officer and in coordination with the Indigent Defense Program, the job responsibilities of the Contract Analyst include, but are not limited to:
- Monitoring criminal justice contracts with non-profit organizations to assure that each vendor is meeting contractual services and performance goals.
- Working closely with the Indigent Defense Program on all contract procurement related needs including, but not limited to, RFx set up, contract registration, budget review, invoice review and payment, and processing the recoupment of advance payments.
- Working with indigent defense providers and MOCJ ILS Senior Grants Manager to review NYS ILS funded invoices.
- Processing procurements from inception to contract execution. This entails assuring adherence to the City’s Procurement Policy Board rules, creating proper documentation, and registering procurements with the New York City Comptroller’s Office.
- Completing detailed performance reports for oversight agencies, such as the Mayor’s Office of Contract Services.
- Auditing and processing monthly performance invoices, which requires a comprehensive understanding of contract provisions to assure the propriety of a given invoice.
- Candidates will be expected to have strong organizational skills to track vendor performance over the course of the contract term including, but not limited to, reviewing programmatic and fiscal reports, conducting site visits and providing technical support to vendors.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Experience with NYC government agencies and background in criminal justice, social services or domestic violence, preferred - Strong proficiency in PASSPort and FMS, required - Strong proficiency in Excel and Word, required - Experience in contract or program monitoring and/or management, preferred - Strong organizational, analytical, proofreading and writing skills - Strong communication skills and the ability to converse professionally with executive, programmatic, and administrative staffing of an organization - Ability to problem-solve, while balancing competing priorities, complex situations and tight deadlines and - Maintain an enthusiastic work ethic, in addition to being able to work well with others in a diverse team environment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
