The DOT Agency Chief Contracting Officer’s Office (ACCO) is seeking to hire an Administrative Manager NM 1 - Office Title: Contract Analyst to perform responsible analytical and administrative work in DOT procurements, primarily capital, and to ensure efficiency and effectiveness for various programs, systems and projects established by Oversight agencies or DOT. Utilize and update several systems, including PASSPort, Project Web Access (PWA), Financial Management System (FMS), Engineering Services Agreement (ESA) Tracking System, etc. to track the progress of capital projects and report on the status. Manage the Project Web Access (PWA) schedules for all capital projects in procurement phase and serve as ACCO’s point of contact for all PWA inquiries. Represent the ACCO’s Office in various meetings, presenting and interpreting information on PWA. Plan and coordinate with agency staff, incorporate and analyze relative information and monitor the accuracy of the information. Perform responsible and highly complex research work on procurement updates and other related information. Prepare summary and performance reports, update weekly procurement status reports, recommend quality improvement, and assist in developing new procedures to effectively meet expectations. Assist in building new databases or upgrading existing systems. Coordinate meetings with vendors and agency staff. Perform other equivalent functions as required by the management.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

Relevant experience in public or business administration. Knowledge in government procurement procedures, and applicable rules and regulations. Ability to communicate effectively in verbal and written form. Must have analytical skills. An experience with PASSPort and FMS systems is strongly desired.
