Job Description

APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE STAFF ANALYST CIVIL SERVICE TITLE, BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE. OR BE IMMEDIATELY REACHABLE ON EXAM NO. 9061.

The Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV) develops policies and programs, provides training and prevention education, conducts research and evaluations, performs community outreach and operates the NYC Family Justice Centers. These comprehensive service centers provide vital social service, civil legal and criminal justice assistance under one roof to survivors of domestic and gender-based violence. The office collaborates with City agencies and community stakeholders to ensure access to inclusive services for survivors of domestic and gender-based violence.

The Mayor’s Office to End Domestic and Gender-Based Violence is recruiting for a talented STAFF ANALYST to function as the CONTRACT ANALYST Contract Analyst to manage several domestic and gender-based violence related contracts, as assigned, with organizations that provide services to New Yorkers in support of the missions of ENDGBV.

The Mayor’s Office to End Domestic and Gender-Based Violence is recruiting for one (1) Associate Staff Analyst to function as a Contract Analyst.

The Contract Analyst will:

- Manage domestic and gender-based violence related contracts to assure that each vendor is meeting
contractual services and performance goals. Candidates will be expected to have strong organizational
skills and work collaboratively with ENDGBV to track vendor performance over the course of the contract
term including, but not limited to, reviewing programmatic and fiscal reports, conducting site visits, and
providing technical support to vendors.

- Negotiate contracts that meet the policy objectives of the agency, including adherence to the agency’s
performance guidelines, as well as the budget constraints applicable to individual contracts. Contract
negotiations will be conducted collaboratively with ENDGBV and will involve several rounds of editing and
review before completion of the final project. As such, candidates for this position will be expected to
possess strong communication skills.

- Process procurements from inception to contract execution. This entails assuring adherence to the City’s
Procurement Policy Board rules, creating proper documentation, working and communicating with City
oversight agencies, and registering procurements with the New York City Comptroller’s Office.

- Complete detailed performance reports for oversight agencies, such as the Mayor’s Office of Contract
Services.

- Audit and process monthly performance invoices, in collaboration with ENDGBV, which requires a
comprehensive understanding of contract provisions to assure the propriety of a given invoice.

- Other duties as assigned.

Monday-Friday, 9:00 a.m. to 5:00 p.m.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

- Experience with NYC government agencies and background in criminal justice, social services or domestic violence, preferred - Strong proficiency in Excel and Word, required - Experience in contract or program monitoring and/or management, preferred - Strong organizational, analytical, proofreading and writing skills - Strong communication skills and the ability to converse professionally with executive, programmatic, and administrative staffing of an organization - Ability to problem solve, while balancing competing priorities, complex situations and tight deadlines - Maintain an enthusiastic work ethic, in addition to being able to work well with others in a diverse team environment.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
