Job Description

The Office of Research and Policy Innovation (ORPI) brings together four units that provide critical policy-related information through scientific research and evaluation methods to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants. ORPI supports DSS/HRA/DHS through rigorous research and program evaluation, strategic direction in the development and monitoring of collaborative research and evaluation efforts, grant proposals, and pilot programs, and robust information services.

Within ORPI, Homeless Policy and Innovation (HPI) guides efforts throughout DSS to inform and generate innovative solutions to better serve persons in NYC experiencing homelessness. This includes collaboration across agencies and external stakeholders to support pilot programs and partnerships. Housed within Homeless Policy and Innovation, Federal Homeless Policy and Reporting (FHPR) directs the NYC Continuum of Care (CoC) program.

Salary Range: $ 82,506- $ 94,882

Work Location: 4 WTC

Hours/Schedule: 9:00 am to 5:00 pm
The Office of Research and Policy Innovation (ORPI) is recruiting a for one (1) City Research Scientist II to serve as Project Manager and will:

Reporting to the Associate Commissioner of HPI, the Project Manager will:

Manage priority initiatives within Homeless Policy and Innovation. In doing so, the project manager will develop project plans, establish and tracking milestones, keep initiatives on pace to achieve desired goals, lead meetings and provide regular updates for stakeholders.

- Represent the Associate Commissioner office in meetings with DSS staff and leadership, another City Agencies, as well as community stakeholders.

- Serve in a senior coordinating role on priority initiatives, including interfacing with managers of CoC-funded grants, inter-agency staff, budget and program monitoring entities, and external stakeholders.

- Design programmatic proposals for Associate Commissioner and other decision-makers, including NYC CoC Steering Committee when appropriate.

- Execute planning and analytical projects to support and enhance NYC CoC strategic goals and funded projects serving individuals experiencing or at risk of homelessness.

- Serve as point staff for HPI to support pilot program and partnerships across the DSS/HRA/DHS portfolio. Past pilot programs that HPI has supported include, but are not limited to, programming to improve maternal mental health, economic mobility, and housing navigation services in DHS Shelters.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Self-motivated professional with track record of accomplishing projects on time - Project management experience, including projects with multiple government and non-profit stakeholders. - Experience in research and performance evaluation. - Proficiency with Microsoft Office Suite products, specifically Excel and have a working knowledge of data analytics and business intelligence tools. - Experience disseminating research findings through written reports and presentations. - Working knowledge of federal and state social policies and social service programs.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
